NOTE: Commissioner Miller Dawkins stated on the record that he
did not really know whether he should abstain or not, but that
given the fact he worked for Eduardo Padron, he preferred to
abstain from voting on this issue.
As it turned out, discussion of this issue was deferred, in spite
of which Commissioner Dawkins decided to fill out this form
anyway.
The present note is intended to clarify the circumstances under
which the present Conflict of Interest form was filed by
Commissioner Dawkins.
