ORDINANCE NO. 10532c
AN EMERGENCY ORDINANCE AMENDING SECTION 1 AND
5 OF ORDINANCE NO. 104841, ADOPTED SEPTEMBER
27, 1988, THE ANNUAL APPROPRIATIONS ORDINANCE
FOR THE FISCAL YEAR ENDING SEPTEMBER 30,
1989; BY INCREASING THE APPROPRIATIONS FOR
SPECIAL PROGRAMS AND ACCOUNTS IN THE AMOUNT
OF $67,500 AND BY INCREASING REVENUES IN A
LIKE AMOUNT FROM THE GOVERNMENT OF HAITI, FOR
THE PURPOSE OF REPAIRING SURPLUS CITY OF
MIAMI EQUIPMENT WHICH IS DONATED TO THE
GOVERNMENT OF HAITI; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission of the City of Miami at its
November 17, 1988 meeting adopted resolution 88-1088, appointing
Commissioner Miller J. Dawkins as a City Commission Committee of
one in connection with items of surplus City of Miami equipment
that can be donated to Haiti; and
WHEREAS, the General Services Administration Department has
identified 22 City vehicles which can be declared category "A"
stock, thereby allowing Commissioner Dawkins to immediately
approve said items as City of Miami surplus to be donated to the
Government of Haiti; and
WHEREAS, said vehicles are in need of repair to make them
fully operational; and
WHEREAS, the Government of Haiti has agreed to reimburse the
City for said repairs; and
WHEREAS, the General Services Administration Department has
estimated that said repairs will cost $67,500 in parts and labor;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 and 5 of Ordinance No. 10484, adopted
September 27, 1988, the annual appropriation ordinance for Fiscal
Year ending September 30, 1989, is hereby amended in the
following particulars: 1

Underscored words and/or figures shall be added. The remaining
provisions are now in effect and remain unchanged. Asterisks
indicate omitted and unchanged material.

89, including the payment of Principal and
Interest on all General Obligation Bonds.

Section 2. The General Fund is hereby increased by $67,500
for the purpose of accepting a like amount from the Government of
Haiti to pay for repairs for City donated vehicles to said
government.
Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provision of
this ordinance are hereby repealed.

Section 4. If any Section, part of Section, paragraph
clause, phrase, or word of this ordinance is declared invalid,
the remaining provision of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an
emergency measure on grounds of urgent public health, safety and
property of the City of Miami and upon the further ground of the
necessity to make the required and necessary payments to its
employees and officers, payment of its debts, necessary and
required purchases of goods and supplies, and to generally carry
on the function and duties of municipal affairs.
Section 6. The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the Commission.
