PETITION 3. APPROXIMATELY 3035 GRAND AVENUE
Tract B
COCONUT GROVE ARCADE (126-93 ) P . R. D . C .
— Consideration of recommendations concerning an
amendment to the Official Zoning Atlas of
Ordinance 9500, as amended, the Zoning Ordinance
of the City of Miami, Florida, to eliminate the
HC-1 GENERAL USE HERITAGE CONSERVATION OVERLAY
DISTRICT from the subject property, thereby
removing the historical designation of the
property, and retaining the underlying zoning
district SPI-2 Coconut Grove Central Commercial
District, and retaining 'the pedestrian street
indication.
REQUEST To remove the HC-1 overlay from this former
historic site.
BACKGOUND The Variety Shop/The Great A&P Tea Company was
designated as a historic site and an HC-1
overlay district was applied by the City
Commission on April 28, 1983, following
recommendations from the Heritage Conservation
Board and Planning Advisory Board. On July 16,
1985, the Heritage Conservation Board authorized
the demolition of the rear of the building so
the facade could be restored and incorporated
into a new development project on the site.
This project, however, was never built, and a
new developer later assumed control of the
property. On March 15, 1988, the Heritage
Conservation Board authorized a Certificate of
Appropriateness for the demolition of the
remainder of the building because the new
developer found it impossible to incorporate the
historic building into the new development. The
demolition of the building has been completed.
ANALYSIS In accord with Section 1607.2 of Article 16 of
Ordinance 9500, Zoning Ordinance of the City of
Miami, Florida, as amended, the HC-1 overlay
should now be removed from the subject property
because the site has lost its integrity and no
longer qualifies for historic designation.

In accord with Section 1607.2 .of Article 16 of Ordinance 9500, Zoning
Ordinance. of the City of Miami, Florida, as amended, the City of Miami

hearings. The first hearing is scheduled before the City of'Miami Heritage
Conservation Board on Tuesday, September 20, 1988, at 3:00 p.m. in City Hall,
3500 Pan-American Drive, Dinner Key. The Planning Advisory Board will then
consider the removal of the HC-overlay at its meeting currently scheduled for
October 19, 1988. Final action will be taken by the City Commission following
two additional public hearings.
