HomeMy WebLinkAboutO-10528J-88-1034 10/21/88 ORDINANCE NO. 1U52F, AN ORDINANCE CREATING A NEW SPECIAL REVENUE FUND ENTITLED "RECREATION PROGRAMS FOR THE MENTALLY RETARDED - FY'88-89" AND APPROPRIATING FUNDS FOR ITS OPERATION IN THE TOTAL AMOUNT OF $289,795 CONSISTING OF A $244,795 GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES (HRS) AND $45,000 FROM FISCAL YEAR 1988-89 SPECIAL PROGRAMS AND ACCOUNTS, MATCHING FUNDS FOR GRANTS; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARD AND TO ENTER INTO THE NECESSARY CONTRACT(S) AND/OR AGREEMENT(S) TO ACCEPT THE GRANT AWARD; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, a sum of $45,000 has been budgeted in the fiscal year 1988-89 General Fund: Special Programs and Accounts, Matching Funds for Grants, as the City's contribution to Recreation Programs for the Mentally Retarded; and WHEREAS, the State of Florida Department of Health and Rehabilitative Services (hereinafter referred to as HRS) has offered the City a grant of $101,952 consisting of federal and state funds to provide recreation to mentally retarded individuals for the period of October 1, 1988 through September 30, 1989; and WHEREAS, HRS has offered the City a grant of $89,548.20 consisting of federal and state funds to provide developmental training to mentally retarded individuals for the period of October 1, 1988 through September 30, 1989; and WHEREAS, HRS has offered the City a grant of $39,191.04 consisting of federal and state funds to provide transportation to mentally retarded individuals to recreational facilities for the period October 1, 1988 through September 30, 1989; and 10528 WHEREAS, HRS has offered the City a grant of $14,103.601 consisting of federal and state funds to provide transportation to participants of the developmental training program for the period October 1, 1988 through September 301, 1989; and WHEREAS, the total grant award FY 1989 for these four program components is $244,795; and WHEREAS, these additional funds have been acquired to allow the program to continue through September 301, 1989; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby established as descibed herein: FUND TITLE: RECREATION PROGRAMS FOR THE MENTALLY RETARDED FY 1988-89 RESOURCES: UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES THROUGH THE FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES $244,795 THE CITY OF MIAMI: SPECIAL PROGRAMS AND ACCOUNTS, MATCHING FUNDS FOR GRANTS - FY ' 88-' 89 $ 45,000 APPROPRIATION: RECREATION PROGRAMS FOR THE MENTALLY RETARDED - FY 1988-89 $289,795 Section 2. The City Manager is hereby authorized to accept the grant award as set forth in the preamble to this ordinance and to enter into the necessary contract(s) and/or agreement(s) to carry out the recreation programs for the mentally retarded grant project. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of theis Ordinance, are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Odi FROM ' City Manager Recommendation SUBJECT : Revenue Fund Entitled: Recreation Programs for the Mentally Retarded - FY '88-89 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission'adopt the attached ordinance creating a new special revenue fund entitled: "Recreation Programs for the Mentally Retarded -.FY 1988-89" and appropriating funds for the program's operation in the amount of $289,795 consisting of a $244,795 grant from the State of Florida, Department of Health and. Rehabilitative Services (HRS) and $45,000 as the City's contribution from FY'88 Special Programs and Accounts, Matching Funds for Grants. The ordinance would also authorize the City Manager to accept the grants from HRS for this fiscal year and to enter into the necessary contract(s) for the acceptance of this grant. Background: The City of Miami, Department of Parks, Recreation and Public Facilities, Handicapped Division has received grant funds from the. State of Florida Department of Health and Rehabilitative Services for the past eleven years. These monies are used to provide community recreation, developmental training and transportation to a minimum of one. hundred mentally retarded individuals on a monthly basis for a twelve month period.' Due to the high quality and level of service provided by the City of Miami the State of .Florida has again awarded this grant. The grant award as well as cash match were projected as future revenue and included in the Handicapped Division's annual budget presentation. These programs serve to enhance the lives of the developmentally disabled citizens of Miami through providing an integrated setting and equal opportunities and access in all their endeavors. The Handicapped Division promotes and advocates for. the heeds of the disabled and considers community recreation and developmental training vital components in the transition process.
