no appropriate screening and landscaping of the
parking facility. The subject application as
proposed would impact adjoining and nearby
properties, the area, and the neighborhood, and
would be detrimental to the community. The
proposed parking. facility also would not be
compatible and -harmonious with the general..

Within the City generally, or within certain zoning districts, certain structures, uses,
ancVor occupancies specified in this ordinance are of a nature rewiring special and
intensive review to determine whether or not they should be permitted in specific
locations, and if so, the special limitations, conditions, and safeguards which should
be applied as reasonably necessary to promote the general purposes of this Zoning
Ordinance, and, in to protect adjoining properties and the neighborhood

from avoidable potentially adverse effects. It is further intended that the expertise
and judgement of the Zoning Board be exercised in making such determinations, in
accordance with the rules, considerations and limitations relating to Class D Special
Permits and Special Exceptions. (See Article 26J
Formal public notice and hearing is not mandatory for Class D Special Permits, but is
mandatory for Special Exception& ht other respects, these classes of special permits
are the same.
The Zoning Board shall be solely responsible for determinations an applications for

special permits shall be referred to the director of the Department of Planning for his
recommendations and the director shall make any further referrals required by these
regulations.

and 6th Street, come to you soliciting the denial -of a permit to
Republic National Bank to build a parking lot at the corner of-
N.W. 28 Avenue and 6th Street. We feel this will be damaging our
residential neighborhood.

you ask.whether a driveway is permitted to enter from N.W. 28.Ave
for a transitional use. parking area, within the RS-2/2z Zoning
district.
Subsection 2018.2.1 (b) states that access shall be only fr.'
within the -district in which the principal use is located or. from
alleys unless such lots have direct access to adjacent major
streets.
Since the access you request will be from a ma
jor street (N.W28 .
Ave) and, if you can show that it is not possible to enter,
through the CR district, the driveways will be permitted subjects
to meeting all other requirements.
