As such, the 60-day time period does not allow for adequate
staff' and public review and municipal requirements to adopt the
proposed modifications to the City's Comprehensive Plan.
I have been informed that the Department is considering
submitting a bill to the legislature amending Chapter 163,
allowing additional time for submission of Comprehensive Plans.
I respectfully request consideration be given to our local
government for the 30-day grace period extending the time limit
from 60 to 90 days. The above time frame represents our best
effort`to meet state requirements. Please inform my office of
what consequences, if any, we would incur for not meeting the 60
day time limit.

Dear Mr. Pelham:
On behalf of the City of Miami, I respectfully request that
the Department of Community Affairs (DCA) consider a 30 day grace
period for the adoption of the City of Miami Comprehensive
Neighborhood Plan, 1989-2000. This request would extend from 60
to 90 days the required time limit from the date of receipt of
the Department's written comments, objections, and
recommendations.
Our City Code requires two public hearings on the adoption
of the Plan and a 30 day effective date. We cannot proceed with
the hearings, however, until DCA's comments are received, and our
staff has reviewed the comments, made the necessary revisions,
and incorporated them into the plan document to be adopted. If
the DCA's comments are mailed out o/a December 12, 1988, we
estimate that we would need two to four weeks to make the
necessary changes and meet the agenda deadline of 15 days prior
to the first public hearing. Since this would take place during
the holiday season, the task of completing modifications on time
will be more difficult. Furthermore, the possibility exists that
we would have to first submit the modifications to our Planning
Advisory Board (PAB), in a third public hearing. The next
available City Commission Planning and Zoning meetings would be
January 26, and February 23, 1909. Though Florida Statutes
require submittal of the adopted Comprehensive Plan within (5)
five working days after adoption, in order to address the
anticipated requests for additional changes to the Plan from the
public hearings, and also adequately prepare the Plan for
