A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $4,500 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND IN SUPPORT OF THE
MARTIN LUTHER ICING PARADE TO BE CONDUCTED BY
THE MARTIN LUTHER KING COMMEMORATIVE PARADE
AND FESTIVITIES INC., ON JANUARY 161 1989
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS
TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING
A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES AND THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY; FURTHER
ESTABLISHING AN AREA PROHIBITED Mn RETAIL
PEDDLERS DURING THE PERIOD OF SAID EVENT,
CONDITIONED UPON THE ORGANIZERS PAYING FOR
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT AND SUBSTANTIAL COMPLIANCE
WITH CITY OF MIAMI ADMINISTRATIVE POLICY APM-
1-84, DATED JANUARY 24, 1984.

Section 1. An amount not to exceed $4,500 is hereby

Police and Fire, Rescue and Inspection Services. said permit
from the Department of police is to be issued Upon full approval
of the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon, the favorable exercise of the city Manager's
judgement predicated upon all factors set forth herein.
Pursuant to the provision of city Code Section
Section 4.
39-13, all retail peddlers' occupational license issued under the
provisions of Chapter 31 of the City Code, as amended, will not
be valid January 16,
1989 . during the hours of the event on said
closed streets and on all intersection streets for two blocks in

Section 5. The herein allocation is hereby subject to and
conditioned upon substantial compliance with City of Miami
Administrative policy APM-1-841 dated January 24,.. 1984.
Section 6. Such authorizations are hereby conditioned upon
obtaining nsur ance re quirements as mandated by,
