A RESOLUTION ACCEPTING THE BID OF TREE
MASTERS, INC. FOR THE FURNISHING OF
DEMOLITION SERVICES FOR THE DEPARTMENT OF
BUILDING AND ZONING AT A TOTAL PROPOSED COST
OF $4,885.00; ALLOCATING FUNDSIJTHEREFOR FROM
THE BUILDING & ZONING DEMOLITION FUND ACCOUNT
CODE NO. 560502-340-110035, AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER
FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received December 7, 1988 for the furnishing of Demolition
Services for unsafe structures to the Department of Building and
Zoning; and
WHEREAS, invitations were mailed to twenty-four. (24)
potential suppliers and four (4) bids were received; and
WHEREAS, these structures have long become eyesores, some
being vacant, unsecured, harbors for vagrants, and sources of
criminal activity, posing threats to Firefighters and Police
Officers responding to frequent calls from the equally endangered
and outraged citizens; and

WHEREAS, funds for this service are available from the

WHEREAS, the City Manager and the Director of the Department
of Building and Zoning recommend that the bid received from Tree
Masters, Inc. be accepted as the lowest responsible and
responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The December 7, 1988 bid of Tree Masters, Inc.

for furnishing Demolition Services to the Department of Building
and Zoning at total proposed cost of $4,885.00 is hereby accepted:
with fundel/therefor hereby allocated from the Building & Zoning

The purpose of the December 15•, 1988 public hearing is to hear
comments on the proposed traffic control Measures to be
implemented in the Bay Heights/Natoma Manor Neighborhoods which
includes a system of one-way streets and/or an additional "right
turn only" lane on South Bayshore Drive.
BACKGROUND:
On September 8, 1988 the City Commission heard comments
concerning the installation of an automatic entry gate system
which would have prevented vehicular traffic from entering the
Bay Heights/Natoma Manor Neighborhoods during the afternoon
hours. Upon consideration of the comments heard, the City
Commission decided NOT to implement the automatic entry gate
system and directed Mie Department of -Public Works to investigate
other methods of discouraging commuter traffic within the
neighborhoods.
After consideration of previous findings and other information,
it has been determined that a new approach to reducing the
traffic circulation problems within these neighborhoods is
necessary: one which will not severely inconvenience the
residents and yet reduce commuter traffic. The Public Works and
Planning Departments are proposing that two southbound lanes be
maintained on South Bayshore Drive between Alatka Street and S.W.
17 Avenue. The additional lane will serve as a "right turn only"
lane (from South Bayshore Drive onto S.W. 17 Avenue.), and would
be constructed within the constraints of the State Historical
Highway Designation. This proposal will allow constant traffic
movement on Bayshore Drive and eliminate the required "merge" at
Halissee Street.
An alternate or additional plan for consideration is a series of
"one-way" streets within the Natoma Neighborhood which creates a
"maze" effect and discourages the use of these residential'
streets as commuter thoroughfares. The enclosed sketches
represent these two alternatives of traffic control.

November, 1988 on this subject. However, due to the need:'t0 gain
a conceptual approval from Metropolitan Dade County for the
proposed South Bayshore Drive "right turn only" lane, it was
found that additional time would be needed. In addition, a. `
property owner meeting -was held December' 8, _1988 to discuss the. R`
two proposals which included a mail out to all- property owners
within the Bay .Heightsand Natoma Manor Neighborhoods. �4}a
