FOR INSTALLATION OF
BUS SHELTERS
PUBLIC NOTICE
REQUEST FOR PROPOSALS: CITYWIDE BUS SHELTERS
The City of Miami is seeking qualified proposers for the award of an agreement
for the installation of Bus Shelters within the City. The successful proposer
will be required to furnish, install, maintain, and secure advertisers for
approximately 200 shelters within 2 years; the agreement will have a five year
life, with two (2) renewable options.
The Request for Proposal packets may be obtained from the City of Miami,
Department of' Public Works, Construction Office, 275 NW 2 Street, Fourth
Floor, Miami, Florida 33128, weekdays between 8:00 am and 5:00 pm, telephone
(305) 579-6874. This document contains detailed and specific information
about the scope of services, submission requirements and selection procedures.
Prospective proposers are alerted to the provisions of Ordinance No. 10062.
The City Manager has designated thirty-three percent (33%) of this project for
participation by Black, Hispanic and Women owned firms and/or joint ventures
with the goal of equal participation for each. Each proposing team will be
graded by the City fro Minority/Women participation, and this grade will be
considered as a factor in determining ranking during the selection process.
Preregistration of Minority/Women firms is required prior to submittal of
proposals. Please contact the City's Minority Procurement Coordinator for
instructions.
Questions pertaining to this Request for Proposals shall be directed to George
Picard of the Department of Public Works, at (305) 579-6874.
Submissions packages must be delivered to the Department of Public Works,
Construction Office, at the address above, no later than 11:00 ate, August 25,
1988. Proposals submitted past such deadline, or to any other location will
be rejected.
The City of Miami reserves the right to cancel this Request for Proposals
before the opening of same, to accept any proposal deemed to be in the best
interest of the City, to waive any irregularities in any proposal, and/or to
reject any and/or all proposals and to re -advertise. (Req. # 5 51 8)

SCHEDULE 1
TECHNICAL SPECIFICATION
The successful bidder shall provide bus shelters in accordance
with the descriptions and specifications contained herein:
1. General
A. The company shall have bus shelters designed and
manufactured to afford protection from the sun, rain and
be able to withstand hurricane winds of 120 miles per
hour.
B. The bidder shall furnish to the City detail design plans
of the proposed structures, prepared and sealed by a
Florida Registered Engineer.
C. All components of the bus shelter and their finishes
shall be such to minimize the affects of accidental
damage and 'vandalism, and designed to resist rust and
corrosion in an aggressive environment - bolted and
screened connections shall be made with stainless steel
fasteners.
0. Each bus shelter shall have displayed thereon in a
conspicuous place the same address and local telephone
number of the company as the name appears in the
agreement required to in City Code Section 54-60.
2. Standards
The shelters shall meet all applicable provisions of the
South Florida Building Code, City of Miami Zoning
Ordinance, Charter and Code.
3. Bus Shelter Construction
A. The bus shelter shall not be more than ninety-six (96)
inches high, or more than sixty (60) inches wide, or more
than thirteen (13) feet long, unless the City Manager
expressly authorize a deviation from these requirements.
B. The shelters shall be grounded to afford lightning
protection, and electric conductivity shall be maintained
between components.
C. Each shelter shall rest on a concrete slab (or sidewalk)
and be securely fastened to resist uplift and
overturning.
0. The bus shelter shall have a single lightning source
contained within the panel cabinet. A photoelectric cell
shall be provided for turning on and off the lights in
the advertising panel.

Following is information which is being provided for inclusion into
the bid documents which will be issued for the upcoming Bus Bench
project.
Bid Advertisement
In addition to the standard reference to Ordinance #10062, kindly
insert the following. The city manager has designated thirty-three
percent (330) of this project for participation by Black, Hispanic
and women owned firms and/or joint ventures with the goal of equal
participation for each.
Bid Specifications/Special Conditions
The City's thirty-three percent (33%) minority requirement may be
met and will be evaluated on the following basis. Failure to meet
or exceed this requirement will render the bid proposal non-
responsive, unless the Office of Minority/Women Business Affairs
concludes that a Good Faith effort toward meeting the requirement
has been made and, all other elements of the bid specifications
having been met, recommends the proposal, along with the Department
of Public Works, to the City Manager.
1) Bid proposals submitted by a company(ies) which meet the City's
requirements of fifty-one percent (51%) ownership and management,
per Ordinance #10062 as Hispanic/Blacks/Woman owned which
demonstrate that a minimum of thirty-three percent of the net
profits (i.e., after operating expenses and fees paid to the City
have been subtracted) will be retained by themselves.
2) Bid proposals submitted by Joint Ventures between
Black/Hispanic/Women firms and non-minority/non-woman owned firms in
which thirty-three percent (33%) of the net annual profits earned
during the course of, the contract will go to the minority/woman
participants in the joint venture'.
3) Bid proposals submitted by a non-minority/non-woman owned
company(ies) which indicate that, minority/women share holders,
principals, partners, etc. will receive a minimum of thirty-three
percent (33$) of the net profits earned during the course of the
contract.

Shelter Advertising of America, Inc. began in March of
1983 by acquiring the Dade -County, Metro -Dade Transit Agency
(M.D.T.A.) transit shelter franchise. The first shelter was
installed in June of that same year. By the end of 1988, Dade
County will have over 400 revenue producing shelters which are
all owned and maintained by Shelter Advertising of America, Inc.
In addition to M.D.T.A., Shelter Advertising has similar
agreements with other cities - Hialeah, City of North Miami,
North Miami Beach and North Bay Village. These areas account
for another 150 shelter units.
In Broward County, Shelter Advertising competed for
(Through Competitive Bidding Process) the Cities of Hollywood and
Hallandale. We are in the process of installing 75 units in
these cities.
In February 16 of 1988, Shelter Advertising of America,
Inc. acquired various Trendel Companies. Accordingly, the
acquisition enabled Shelter Advertising of America, to move into
several major Broward Cities - Sunrise, Lauderdale Lakes,
Lauderhill, Oakland Park, Pembroke Parka
Shelter Advertising of America, Inc. is -currently the
;
third largest shelter operator in the United States. We ar' the
only company that manufactures and installs its own- shelter
{
units.
Shelter Advertising of America, Inc.' has 16 full-time
employees at its Miami based plant. In addition, to the people
listed above, Shelter Advertising is 100% owned by people who
live'in south Florida. We have made a substantial investment in
both Dade & Broward Counties. We will use all of our financial
and political resources to insure that the company grows and
provides the best possible service to the City of Miami and their
bus riding public.

Shelter Advertising of America, Inc. began in March of
1983 by acquiring the Dade -County, Hetro-Dade Transit Agency
(H.D.T.A.) transit shelter franchise. The first shelter was
installed in June of that same year. By the end of 1988, Dade
County will have over 400 revenue producing shelters which are
all owned and maintained by Shelter Advertising of America, Inc.
In addition to M.D.T.A., Shelter Advertising has similar
agreements with other cities - Hialeah, City of North Miami,
North Miami Beach and North Bay Village. These areas account
for another 150 shelter units.
In Broward County, Shelter Advertising competed for
(Through Competitive Bidding Process) the Cities of Hollywood and
Hallandale. We are in the process of installing 75 units in
these cities.
In February 16 of 1988, Shelter Advertising of America,
Inc. acquired various Trendel Companies. Accordingly, the
acquisition enabled Shelter Advertising of America, to move into
several major Broward Cities - Sunrise, Lauderdale Lakes,
Lauderhill, Oakland Park, Pembroke Park.
Shelter Advertising of America, Inc. is currently the
third largest shelter operator in the United States. We are the
only company that manufactures and installs- its own shelter
units.

Shelter Advertising of America, Inc. has 16 full-time
employees at its Miami based plant. In addition, to the people
listed above, Shelter Advertising is 100% owned by people who
live in south Florida. We have made a substantial investment in
both Dade & Broward Counties. We will use all of our financial
and political resources to insure that the company grows and
provides the best possible service to the City of Miami and their
bus riding public.

With regard to the City of Miami 7-22-88 memo (as written
by Adrienne M. Macbeth), Shelter Advertising of America, Inc.
qualifies its minority participation through #3 bid specs/special
conditions. Mr. Raphael F. Reyes is 33% owner and will receive
at least 33% of the net profits earned by Shelter Advertising of
America, Inc. during the performance of the City of Miami Bus
Shelter Contract.
In addition to our primary minority qualification, we will
also utilize additional minority owned companies.
1. Advanced Metal Fabrication, Inc. This is a 100 %
owned hispanics metal fabrication company that is
responsible for making our shelters shoes. During
the course of installing 200 city shelter units,
this minority company will realize approximately
$25,000. in total sales to the company. (See
enclosed certification affidavit).
2. Zubi Advertising Inc. - Coral Gables In 1988,
Shelter Advertising of America, Inc. paid over
$17,000.00 to this important Miami Ad Agency that.
is over 51% minority owned by a hispanic business
woman. We expect this relationship to continue as
this agency runs advertising in the City of Miami.
3. Creative Advertising and Marketing. Inc. In 1988,
Shelter Advertising of America, Inc. will pay over
$3,500.00 to this major South Florida Ad Agency that
is over 51% owned by a Hispanic businessman.
