The GRANTEE shall carry out the services as prescribed in its
Work Program (Attaclttnent I), which is attached and
incorporated herein and made a part of this Agreement, in a

the United States Secretary of Treasury and the City of Miami

Budget/Expenditure Justification (Attachment II) which is
attached and incorporated herein and made a part of this
Agreement.
2.5 RETENTION OF RECORDS

j 2.14 CM LETTER
GRANTEE shall submit to the CITY at the commencement of -.the
Agreement a letter from an independent Certified Public
Accountant (CPA) which expresses the opinion that the:
GRANT9V s accounting system has adequate internal controls, to
safeguard the assets of the organization. Expenses incurred,
to secure the CPA letter may be covered by the CITY grant and
must be included in the expenditure justification form of the -
budget summary.
ARTICLE III.
3.1 COMPENSATION
A. CITY shall pay GRANTEE, as maximum compensation for the

It is respectfully recommended that the City Commission adopt the
attached resolution allocating $91,000 from the FY' 89 General
Fund operating budget of the Department of Parks, Recreation and
Public Facilities, Aid to Private Organizations, to the Belafonte
Tacolcy Center for its Sports Development Program. The
resolution would further authorize the City Manager to execute an
agreement with the Center to monitor the program and funds.
BACKGROUND
The Department of Parks, Recreation and Public Facilities has -
prepared the attached legislation. For 12 years the Belafonte
Tacolcy Center had received Community Development Block Grant
Funding for its Sports Development Program. Last fiscal year, by
-Commission direction, funds were provided from the parks and IJ
recreation operating budget, General Fund. At this time, we
request that an equal grant allocation be made to support
Tacolcy's programs for FY188-89 from the Recreation Division's
operating budget (account code 580301-930).
The Tacolcy Center's program provides recreational activities to
youths of the Model Cities target area, primarily from low and
moderate income families. The program includes organized team I
sports (football, cheerleading, basketball, track, baseball,
t-ball and softball); indoor outdoor / games and activities (such
as archery, dominos, karate, ping pong, horseshoes, movies,
tether ball and checkers); and individual sports (golf,
ra uetball)City funds are used primarily for staff salaries z�
(full and part-time), payroll expenses and applicable employee
benefits, as per the attached budget. ,ft
