The needs of the homeless have been discussed for many years in
our camunity. Here in this proposal, we present a most unusual
and creative approach to the problem.
Pat Procacci owner of Procacci Realestate Management and Joy Royals
Vickers owner of Human Systems, Inc., proposed formation of a joint
venture bringing together two talented entrepreneurs. Procacci
Realestate Management, a successful firm with roots in the Miami
area for over twenty-five (25) years and property owner in the City
of Miami. Joy Vickers owner of Human Systems, Inc., has some ten
(10) years or more of experience in education, social services, and
private sector management.
Procacci and Human Systems, Inc., proposes to lease 23,000 sq.
feet of property located at 990 S.W. First Street. This property
upon acceptance of an executed lease would be remodeled at the
expense of the joint venture to meet both the housing and social
needs of those the City seeks to help. This structure consists
of three (3) floors totalling 23,000 sq. feet which can be
remodeled dormitory living quarters for men, women, and homeless
families.

areas. This facility would be managed by Human Systems, Inc., who,. -
would provide referral services for employment and other social
services.

This approach would seek to provide survival shelter for the:
homeless as well as for families wham by virtue of natural disasters

for City staff to be used to provide much needed service or the
building may be leased to the City of Miami and it may provide the
