HomeMy WebLinkAboutR-89-0059A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE: WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE UPGRADING OF THE MIAMI POLICE DEPARTMENT'S AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM WITH THE ACQUISITION OF AN IMAGE STORAGE AND RETRIEVEL SUBSYSTEM AT A PROPOSED COST OF $397,000.00 FROM DE LA RUE PRINTRAK INC. FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT PROJECT NO. 312018 ACCOUNT CODE NO. 299401-840; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Department of Police purchased an Automated Fingerprint Identification System from the De La Rue Printrak, Inc. seven years ago and is currently upgrading the system; and WHEREAS, The Department of Police utilizes this system to fingerprint persons arrested and to enter fingerprints found at crime scenes; and - WHEREAS, an integral part of this upgrade is the replacement of current photographing techniques with image capturing utilizing a video camera and the storage and retrieval of these - images will be on a video disc and the retrieval will be controlled by computer; and WHEREAS, funds for t his service are available in the Police - Department Capital Improvement Project No. 312018 Account code No. 299401-840; and WHEREAS, the Chief Procurement officer has adopted a finding' wherein that De La Rue Printrak Inc. is the sole source to sr - provide this service; and - WHEREAS, the findings of the Chief Procurement Officer have and adopted as the finding of the City Managext and r� been approved WHEREAS, the City Manager and the Chief Procurement Officer 4t `commend that the requirement for competitive formal sealed b1ds. z+L be and the procurement from De La Rue Printrak Inc,,,, air ,Waived �\)'M�{M/}` (/�JN ].e source, be approved i CITYCOMMISSION ' MEETING OF 4 JAN is 1989 RESOWMON No, REMOK$: ` Y T NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of 4/5ths of the Members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that De La Rue Printrak, Inc. is the sole source of supply to the City for furnishing upgrading of the Miami Police Department's Automated Fingerprint Identification System is hereby ratified. Section 2. The requirement for competitive sealed bids is hereby waived and the Department of Police request for upgrading the Automated Fingerprint Identification System with the purchase of an Image Storage and Retr.ievel Subsystem is hereby approved with funds therefor to be allocated from the Department of Police Capital Improvement Project No. 312018 Account Code No. 299401- 840 in the amount of $397,000.00. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this equipment. Section 4. Od i o REFERENCES: City Manager ENCLOSURES: RECOMMENDATION JA N — FILE RESOLUTION AUTHORIZING WAIVER OF SEALED BIDS & THE PURCHASE OF AN IMAGE STORAGE AND RETRIEVAL SUBSYSTEM It is respectfully recommended that the City Commission adopt the ` attached resolution authorizing the waiver of the requirement for sealed bids for upgrading the Miami Police Department's Automated Fingerprint Identification System with the purchase of an Image Storage and Retrieval Subsystem- De La Rue Printrak, Inc. is the sole source vendor and holds the privileges over the software and hardware of this system. The proposed cost is $397400 and funds — are available in the Police Capital Improvement Project. —r' BACKGROUND: The Miami Police Department is continuing the upgrade of its Automated Fingerprint Identification System. An integral part of = this upgrade is the replacement of its current photographing techniques with image capturing utilizing a video camera. The storage and retrieval of these images will be on a video disc. The retrieval will be controlled by computer. With the acquisition of the Video Laser Disc Image Storage and Retrieval System and the Image. Storage and Retrieval Subsystem for the Automated Fingerprint Identification System, the Police Department will have a totally integrated identification system. {' In an effort to ensure that the new system interfaces properly with the existing system and at the same time is compatible with equipment 2 to be purchased in the future, it is necessary to obtain a, sped fic hardware and software package. This package will also be compatible Fr` with Metro Dade County's System and enable us to network with he State of Florida , thus increasing our Data Base.
