Section 1. By an affirmative vote of four
fifths (4/5ths) ti
of the Members of the City Commission after a
duly advertised
public hearing, the City Manager's written finding, that the
repair of the City's asphalt paving machine
constituted an
emergency requiring the immediate repair of this
equipment is

hereby accepted with funds therefor hereby allocated
from the
1988-89 Operating Budget Account Code #420901-850.

Section 2. The City Manager's action in
authorizing the
Chief Procurement Officer to issue a Purchase
Order to Adams
DeWind Machinery Company in the amount of $10,872.27 for. the
Department of General Services Administration is
hereby ratified, -
approved and confirmed.
Section 3. This Resolution shall become
effective
immediately upon its adoption pursuant to law.

in order to meet the need's of the Public Works Department, it is
essential that immediate extensive repairs be made to the.
existing asphalt paving machine. These repairs, -are, necessary
because this is the only paver available to the-. Public.. , '0611

The paving machine used by Public Works Department for major' fi
street repairs is old and in need of extensive repairs, It
the only paver used by the Department and' has .;been..but Of service r;
while efforts' were made to procure a,, replacement machine.
Although the City Commission by Resolution 88-284, approved the:
purchase of a new machine at a cost of $31,400, the new machine',,
did not meet . the needs of the City. By making extensive repairs ; "'
'to.the existing paving machine, there will be a savings to the. r}
City of about $20,528. in order to realize these savings, action' L;
must be taken immediately to approve the repair. costs and vendor

The backlog of paving repairs has resulted in an immediate need z'11ax
for repairs for this machine. Streets which are permitted to: Mgt
remain in disrepair present safety hazards to the public and :also`��
