NEGOTIATION OF A CON-
TRACT FOR THE
ACQUISITION OF HUMAN

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to negotiate 4
contract with Moore Governmental Systems, Inc. to purchase Human
Resources and Financial toftware. Upon completion of
negotiations of the contracts it will be submitted to the City
Commission for ratification prior to its execution. it is our
intention to replace the present financial computer software with
an advanced state-of-the-art Integrated Financial Management
Information
System.
The recommended software adheres to those
basic and recognized accounting principles for local governments
as promulgated by the State of Florida through its laws and
regulations, the Governmental Accounting Standards Boards and the
American Institute of Certified Public Accountants. Moore
Governmental Systems software was unanimously selected by a
group consisting of two non -city professionals and city
executives for its feature/function capabilities and its ability
to Install modules in a building block manner, therefore it is
my intention to install this system in an aggressive manner in
order to take full advantage of the power of total financial
integration.
BACKGROUND:
It has been a priority of this commission to fully automate the
Human Resource Management functions of the City. With this in
mind, and with the approval of the City Commission, an R.F.P. was
developed which detailed the City's requirements. In response to
the R.F.P.. five (5) bid responses were received. one of the
bidders was Immediately eliminated because their software was not
engineered for the Unisys Equipment. The remaining four (4)
bidders were ranked based on the vendors written responses to the
detailed A.F.P. specifications. Based on information obtained in
individual workshops with the vendors. Moore Governmental Systems
was unanimously selected as, the best base system to meet the.
needs of the City In the years to come. In assessing :the
Immediate needs of the City, it was determined that the first

A high priority of my administration Is to install an advanced
tate•of-the-art Integrated Financial Mlanagement .information
System.
This will allow my staff better tools to perform their
tasks and responsibilities. An extensive development effort is'
now underway in the area of Solid Matte billing and accounts
receivable. Because of this effort and our planning, I am in s
position to also recommend the purchase of the Accounts
Receivable module.
In conclusion. I an convincedthatin order to move towards a
totally integrated Financial Management information System and at
•the some time automate the personnel Oepartmento this is the
proper short, as well as long term direction. t
