HomeMy WebLinkAboutR-89-0020J-89-51 1/3/89 Z RESOLUTION NO. � 20 A RESOLUTION SCHEDULING A PUBLIC HEARING FOR MARCH 99, 19890 AT 2:00 PM TO TAKE TESTIMONY REGARDING A UNIFIED DEVELOPMENT REQUEST FOR PROPOSALS (RFP) FOR DEVELOPMENT OF MIXED RESIDENTIAL/COMMERCIAL USES OF A CITY BLOCK NUMBER 43 NORTH LOCATED IN THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AREA, BOUNDED BY NE 7TH AND 8TH STREETS, NE 1ST AND NORTH MIAMI AVENUES; TO AUTHORIZE THE ISSUANCE OF AN RFP; AND TO SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, the City of Miami Charter Section 29-A(c) allows for "Unified Development Projects" where an interest in i real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, on October 6, 1988, by Resolution No. 88-893, the City Commission determined that as an Unified Development Project (UDP) for the development of mixed residential ana commercial with such uses as Hotel, Restaurant, Office, Parking and Incidental Retail, on a privately owned City Block No. 43 North located in the Southeast Overtown/Park West Redevelopment Area, bounded by NE 7th and 8th Streets, NE 1st and North Miami Avenues; and WHEREAS, Resolution No. 88-893 further authorized the City Manager to prepare a draft Request for Proposals (RFP) for a UDP; and WHEREAS, it is desirous to schedule a Public Hearing for March 9th, 1989, at 2:00 p.m. to consider the contents of a draft RFP for the development of the City Block 43 North located at NE 7th and 8th Streets, NE 1st and North Miami Avenues; and WHEREAS, Charter Section 29-A(c) further requires that, at the conclusion of the Public Hearing, the City Commission, if disposed to proceed, authorize the issuance of an RFP, select a certified public accounting firm and appoint the members of a review committee from persons recommended by the City Manager; CITY COMMISSION MEETING OF JAN 12 1989 ON No. 89.="_G F V+/ NOWT THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A Public Hearing for March 9th, 19890 at 2:00, p.m. to consider a Unified Development Project Request for Proposals for the development of mixed residential and commercial with such uses as Hotel, Restaurant, Office, Parking and Incidental Retail, on a privately owned City Block No. 43 North located in the Southeast Overtown/Park West Redevelopment Area, bounded by NE 7th and 8th Streets, NE 1st and North Miami Avenues. Section 2. The City Manager shall recommend the names of persons from the public and private sectors to serve on a review committee to evaluate each proposal. Section 3. As required by the City Charter and City Code, the City Commission shall, at the conclusion of the Public Hearing, if disposed to proceed, authorize the issuance of an RFP, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written.report to the City Manager. The proximity of thit cite' to the Arena warrants the inclusion of needed public parking and has hastened the redevelopment potential for the site. The private sector development community has expressed interest In submitting development proposals for use of this property, upon issuance of a Request for Proposals by the City. Public acquisition will be contingent upon the selection of a viable redevelopment proposal and the availability of funding. The Request for Proposals document will recommend that the successful proposer acquire all land in Block No. 43N in accordance with the City requirements. Upon availability of adequate. tax increment funds, the City will effect a buy lease back agreement with the developer which will be compensatiorn for ` all Cost associated with the land acquisition. The agreement wi-11 •'be i'structured to compliment the economios' of the development.
