ON MARCH 4 AND 5, 1989 PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; FURTHER PROVIDING THAT SUCH CLOSURES AND -_ PROHIBITIONS SHALL BE APPLICABLE FOR SUBSEQUENT GRAND PRIX EVENTS HELD THROUGH THE YEAR 2000; SUBJECT TO AND CONTINGENT UPON THE _ SPONSOR'S COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY _ OF MIAMI, INCLUDING ASSURANCES THAT THE CITYs WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. } WHEREAS, Miami Motorsports, Inc. will conduct the 1989 Miami Grand Prix March 4 - 5, 1989; and WHEREAS, certain streets shall be closed to public vehicular traffic and vending restrictions shall apply during specified dates and hours to permit the conduct of the event and to insure the safety of the participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITYF OF MIAMI, FLORIDA: N. Section 1. In order to effectuate safe passage and y establish a temporary pedestrian mall during the 1989 Miami Grand- L { Prix, presented by Miami Motorsports, Inc., the following streets f x are hereby closed to through vehicular traffic as specified-- below: �ry} a. All streets, roads and thoroughfares east of NE/SE Second Avenue from NE 14 Street to SE 6th Street beginning at 6:00 pm on March 2, 1989, the Thursday preceding the race, and terminating at 7:00 am. March 6, } 1989, the Monday following the race. h'{# ry b. Biscayne Boulevard from NE 14th Street -to. , , L,s, r3 SE 6 Street beginning at 6 : 00 pm on March=- 3, 1989, the Friday preceding, the race, and terminating at 7:00 am. March 6, 'the Monday following the race. L' Z y } bJAN ON '4 . V streets, avenues, alleys, ways ana thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under j the provisions of Chapter 31 of the City Code, as amended, will - not be valid between 6: 00 am and 7:00 pm. on the official event days, March 4 and 5, 1989, on all streets, roads and thoroughfares contained within the area defined herein: On the North by NE 16th Street On the South by SE 4th Street - j On the West by NE 1 and SE 1 Avenues; and On the East by the easterly corporate limits. ,z - Section 4. The herein authorizations shall be enforced for i the above time periods and for simlar periods as necessary for subsequent Grand Prix events held by Miami Motorsports, Inc. through the year 2000. Section 5. The aformentioned authorizations are hereby subject to and contingent upon the sponsor's compliance with. any and all conditions and limitations as may be prescribed by the Administration of the City of Miami, including assurances that the City will be insured against any potential liability. - i�, Section 6.
