Resolution 42690 on July �' 1911 ' creating - an,-,llroan, .22, Development Review Board for ahe Cfty of Miami :which was., then replaced'An_:iis entirety by Resolution 42762, dated September 90; 1971.. The- resol ution, irequ reed that appointments be made 'from a list. of, candidates nominated_:by- the;American, $; Institute of Architects (AIA) and the American: Association of Landscape Architectsr ,' l 4� (ASLA),.,who .wanted to become members of the .Urban development'64iew Board. In 1971, from that list of names, the City Commission, as a whole, appointed three architects: Glenn Buff,, Don Forfar and Willy Borroto; and - two -landscape architects: Jonathan Seymour and Bill O'Leary. Subsequently, by Resolution 76 1070 dated November 24, 1975, two alternate positions were added and Joseph Middlebrooks and Ron Frazier were appointed as alternates. Except for,.: appointment of Ted Baker to replace the late Don Forfar, no other appointments *'., s.,, have been made since 1971-75. {A' In conjunction with Zoning Ordinance 6871, this Board had the authorityto recommend projects in special areas of the City, particularly Brickell, to the r Vr Zoning Board. The superior architectural design of the office buildings on `'- Brickell and Claughton Island are a demonstrated result of this Board's efforts. With the adoption of Zoning Ordinance 9500, the Board became advisory to the "^ Planning Director on five special districts, as well as an optional referral within the CBD district of the City. WHEREAS, the review of certain development plans is necessary in order to foster the attractiveness of the community and enhance and preserve its destrablity as a place to live and work, and thereby preserve property values to better serve the health, safety and general welfare; and WHEREAS, the need esssts to review sit- and building plans to promote an improved urban environment and help maintain the natural features and amenities which create unique settings for buildings in many areas of the City; and WHEREAS, the qualities of open space, trees, grass and shrubs are in- creasingly becoming recognized as important to the health and general welfare of the community by helping to protsct, preserve and improve the appearance, character and value of surrounding urban environment. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. There is hereby created the Urban Development Review Board. Section 2. This Board shall consist of five members. Three members shall be architects appointed by the City Commissi on from a list prepared by the American Institute of Architects, Florida South Chapter. Two members shall be landscape architects appointed by the City Commission from a list prepared by the locale chapter of the American Society of Landscape Architects. Section 3. All development plans submitted for review shall be accurately drawn at a suitable scale and shall include the following information: site dimen- sions; building setback and yard area dimensions; height of buildings; location of proposed buildings, parking areas and existing trees; location and type of proposed landscaping; width of drive areas. x � ate.
