RESOLUTION NO. 89.
A RESOLUTION CONCERNING THE SAINT PATRICK'S
DAY PARADE TO BE CONDUCTED BY THE SAINT
PATRICK'S DAY PARADE, INC. ON MARCH 11, 1989
PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC,
ESTABLISHING A TEMPORARY PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; FURTHER URGING THE
DOWNTOWN MIAMI BUSINESS ASSOCIATION TO PROVIDE
FUNDING FOR SAID EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Saint Patrick's
Day Parade, the following streets are hereby closed to through
vehicular traffic from 10:00 A.M. to 4:00 P.M. on March 11, 1989
as specified below:
Western most southbound lane of Biscayne Boulevard from
Southeast First Street to East Flagler Street.
Flagler Street from Biscayne Boulevard to Northwest First
Avenue.
Northwest First Avenue from Flagler Street to Northwest
First Street. —
Northwest First Street from Northwest First Avenue to
Northwest Second Avenue.
Southeast Third Avenue from Flagler Street to Southeast '
Third Street.
Northeast Third Avenue from East Flagler Street to Northeast
First Street.
Southeast First Street from Southeast Second Avenue to ti
Biscayne Boulevard.

Southeast Third Street from Southeast Second Avenue to
Biscayne Boulevard Way.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents. businesses. and reliaious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Pursuant to the provision of ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid during the hours of 10:00
A.M. to 4:00 P.M. on March 11, 1989, on the above designated
streets and on all intersecting streets for two blocks in all
directions.
Section 4. It is hereby recommended that the Downtown Miami
Business Association provide funding for said event.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.
Section 6. This Resolution shall become effective
