A RESOLUTION APPROVING THE MOST ¢; QUALIFIED FIRMS TO PROVIDE PROFESSIONAL PLANNING AND DESIGN SERVICES FOR THE `e DEVELOPMENT OF A THIRTY (30) UNIT SINGLE FAMILY RESIDENTIAL SALES HOUSING rz DEVELOPMENT WITHIN THE AFFORDABILITY RANGE OF MODERATE INCOME FAMILIES ON THE _ THREE (3) ACRE CITY -OWNED ST. HUGH OAKS ri ACADEMY PROPERTY IN THE COCONUT GROVE "r NEIGHBORHOOD; AUTHORIZING THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITH ' THE MOST QUALIFIED FIRMS, TO ARRIVE AT AN AGREEMENT WHICH IS FAIR, COMPETITIVE AND REASONABLE, AND DIRECTING THE CITY !`~- MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, there exists in the City of Miami, a severe shortage of homes within the affordability range of families and individuals of low and moderate income; and ki WHEREAS, on September 25, 1986, the Miami City Commission 4 authorized the acquisition of a three (3) acre parcel of land located in the Coconut Grove neighborhood known as the St. Hugh Oaks Property for the purpose of expanding the availability and fL # fs affordability of housing for moderate income families and individuals; and ry. WHEREAS, the Miami City Commission on October 23, 1986, through Resolution No. 86-840, approved the implementation of a i City -Sponsored Scattered Site Affordable Housing Development Program for the purpose of facilitating the production of sales housing in the City within the affordability range of qualified low and moderate income purchasers; and WHEREAS, on October 23, 1986, the Miami City Commission it through Ordinance No. 10165, authorized the issuance of Special �- Obligation Bonds in the amount of $4, 290, 000 for the purpose of providing financing for the construction of owner -occupied 1- CITY COMMI$SIpN MEETING QF FEB 9 19�9 r3t�; RESOLUTION No.�* REMARKS: - , d` residential dwelling units in the City's Community Development Target Area within the affordability range of qualified low and moderate income purchasers; and „- WHEREAS, the City of Miami serving as developer, intends to develop a thirty (30) unit single family residential sales housing development on the publicly -owned St. Hugh Oaks Property; and WHEREAS, on November 3, 1988, through Resolution NO. 88- 1042, the City Commission approved the development of a thirty (30) unit single family residential sales housing development on the City -owned St. Hugh Oaks Academy property as a Category "B" project, appointed Jerry D. Gereaux, Director, Housing Conservation and Development Agency, as chairman of the Competitive Selection Committee, and established a Certification Committee of not less than three (3) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance data, and related information provided by those responding to the City's- Request for Professional Services; and WHEREAS, The City, through public advertisement and direct mailing, solicited expressions of interest from -qualified consultants; and WHEREAS, the Competitive Selection Committee along with the Certification Committee, evaluated the qualifications of those firms who responded to City's Request for Proposals, and selected the firms most qualified to provide professional architectural and engineering services for this project, all in accordance with the Competitive Negotiations Act as defined in Florida Statutes #287.055, the City of Miami Ordinance No. 9572 and Section 18.52.3 of the City Code for the acquisition of professional services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: ♦♦ P J . x Seotion I.
