BACKGROUND: a- It has been a priority, of :this `commission .,to full p y; y automate the�,� � Human Resource Management functions of the City. with 'this'Vi ; mind, and with the approval of the City Commission, an.R.F.P.,was developed which detailed the CityIs_-requirements. In response to the R.F.P., five (5) bid responses were received.. One of the';: bidders was immediately eliminated because their software was not engineered for the Unisys Equipment. The. remaining four (4) bidders were ranked based on the vendors written responses to the detailed R.F.P. specifications. Based on information obtained in individual workshops with the vendors, Moore Governmental..;Systems was unanimously selected as the best base system to meet the needs of the City in the years to come. In assessing the immediate needs of the City, it was determined that the first priority was Human Resource Management. Typically a:`: Hum �[i Resource Management System is an offshoot of a base<;paya�vl. system. There is a tremendous amount of data duplication and5y iJ: -,likelihood of erroneous data if the two, payroll/personnel,iirt�„+ and logically separated.
