HomeMy WebLinkAboutO-10549J-89-11.9 2/1/89 ORDINANCE No. 10549 ' - AN EMERGENCY' ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10521, ADOPTED NOVEMBER 17, 1988, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, BY INCREASING THE APPROPRIATION FOR THE PROJECT ENTITLED: "ACQUISITION OF COMPUTER AND ASSOCIATED PERIPHERALS" IN THE AMOUNT OF $320,000 FROM INTEREST INCOME EARNED ON CAPITAL IMPROVEMENT FUNDS AND SPECIAL ASSESSMENT COLLECTIONS; CONTAINING A REPEALER PROVISION AND A SEVERALABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10521 on November 17, 1988, which established appropriations for the implementation of Capital Improvement Projects in the City of Miami; and WHEREAS, a priority need exists to fully automate the City's Human Resource Management functions; and WHEREAS, in order to maximize the efficiency and productivity as well as reduce duplicate data and the likelihood of errors in the payroll/per_sonnel functions, in order to centralize, control and increase the account receivables function, the City of Miami is implementing the Computer Software from Moore Governmental Systems, Inc. which will allow the above automation to become operational; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10521, adopted November 17, 1988, is hereby amended in the following particulars: 1/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1988-89. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefore being set forth for seven program areas (I-VII) based upon use or functional category within said areas, as follows: / Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need to the reservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary purchases and payment, and to generally carry out the functions and duties of municipal affairs. Section 5. The requirements of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Camission. Section 6. FLORIDA INTER -OFFICE MEMORANDUM The Honorable Mayor and Members of the City Commission Cesar Odio City Manag RECOMMENDATION: DATE: SUBJECT: REFERENCES: ENCLOSURES: �3 FILE: PROPOSED ORDINANCE AMENDING CIP ORDINANCE NO. 10521 It is respectfully recommended that the City Commission adopt the attached ordinance increasing the appropriation to the ''Capital Improvement Project entitled "Acquisition of Computer and Associated Peripherals" in the amount of $320,000 from interest earned on Capital Improvements Funds and Special Assessment Collections. BACKGROUND: The implementation of the Moore Governmental Systems Software will help the City meet the priority established by the City Commission to fully automate the Human Resource Management functions of the City. With this in mind, and with the approval of the City Commission, an R.F.P. was developed which detailed the City's requirements. In response to the R.F.P., five (5) bid responses were received. One of the bidders was immediately eliminated because their software was not engineered for the Unisys Equipment. The remaining four (4) bidders were ranked based on the vendors written responses to the detailed R.F.P. Specifications. Based on information obtained- in individual workshops with the vendors, Moore Governmental Systems was unanimously selected as the best base system to meet the needs of the City in the years to come. In assessing the immediate needs of the City, it was determined that the first priority was Human Resource Management. Typically a Human Resource Management System is an offshoot of a base payroll system. There is a tremendous amount of data duplication and the likelihood of erroneous data if the two, payroll/personnel, are physically and logically separated. It was determined that the best approach to computerizing the Personnel Department would be to replace the payroll system as well. This would insure better management controls and more accurate data. 10549 • . vZ,S- —I The second highest priority is to enhance the accounts receivable system of the City. This system will provide a centralize receivables system for the City which will make it more productive therefore in increasing .the total amount of receivables on timely basis. In order to accommodate the cost we have identified funding as follows: 1. Interest earned on "Acquisition of Computers and Associated Peripherals Fund Balance" C.I.P. Project 315231: A) FY 89 =$ 80,000 B) FY 90 =$ 70,000 2. Interest earned on Pollution Control Bonds =$ 60,000 3. Interest earned on Police Bonds =$ 50,000 4. Interest earned on Special Assessment Collection =$ 60,000 5. Total =$320,000 These funds will be available for use during the terms of this proj ect .
