The subject property is located on the northwesterly side of Main
Highway, on both the north and south sides of Franklin Avenue at
Its intersection with Main Highway; Parcel A is the parking lot
for the Taurus Restaurant on the north side while Parcel B is the
"Old House" site on the south side of Franklin Avenue facing the
parking lot. Main Highway is a major north -south thoroughfare
through Coconut Grove and Franklin Avenue is the first east -west
vehicular connection, south of Grand Avenue, connecting Douglas
Road to the west with the Coconut Grove Village. Center to the
East.
As regards Parcel A, it is noted that this parcel of land has
_ been formally and legally utilized as a restaurant parking lot
_ since late 1969, early 1970. In fact, this parcel was in its
current use when the first actual Miami Comprehensive
.Neighborhood Plan, covering the period 1976-860 was adopted. This
parcel was also downzoned from'R-2 (Two -Family Residential) to
R-1 (One -Family Residential) in 1975, six (6) years after being
approved for use as a restaurant parking lot. The single family
zoning was, we feel, erroneously continued upon the adoption of
Ordinance No. 9500 in 1983.
With reference to Parcel B, though zoned many years for single
familr residential, until the recent construction of a single
family residential structure the property has no history of
:residential use. The small wooden structure previously occupying -
the property was constructed during the 1920's for use as a '
3; doctor's office and was used as a real estate broker's.offic.e for
more than the past thirty (30) years.
Due to the location of the subject parcels being contiguous to a

high -traffic roadways, it is believed the property is zoned,
