N ORDINANCE AMENDING THE MIAMI COMPREHENSIVE IOHBORHOOD PLAN AND ADDENDA (SEPTEMBER 1 5), AS AMENDED, FOR PROPERTY LOCATED AT AP OXIMATELY 3223-3257 FRANKLIN AVENUE AND 356 MAIN HIGHWAY (MORE PARTICULARLY DESC BED HEREIN), BY CHANGING THE DESIG TION OF THE SUBJECT PROPERTY FROM LOW DENSIT RESIDENTIAL TO COMMERCIAL/ RESIDEN AL; AND MAKING FINDINGS. WHEREAS, the Miam Planning Advisory Board, at its meetinq of November 16, 1988, Item No. 1, following an advertised hearing, voted on a Motio to deny the herein application and recommend, instead, redesign tion of only the triangular portion of the application (3560 Main Highway) to a new designation of Residential Office, leaving the maining lots designated as thev presently are; and WHEREAS, the above mentioned mo ion garnered a vote of 4 to `c 3 recommending its approval. But, i smuch as a vote of less than five (5) recommending any action i insufficient for such recommendation under Planning Advisory Bo d regulations, said voteconstituted a RECOMMENDATION of DENIAL o the application as submitted; and WHEREAS, the City Commission after careful onsideration of this matter, notwithstanding the recommendation o the Planning Advisory Board, deems it advisable and in the best interest of ; i the general welfare of the City of Miami and its inha itants to approve this Comprehensive Plan change as hereinafter set forth', NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF TH CITY,tkr OF MIAMI, FLORIDA: Section"- 1. I believe Franklin Avenue is a natural dividing'' line between the residential and business areas, and once you change Franklin Avenue the commercial area will over a period of time, encroach more and more into the residential community. The Civic Club is vigorously pursuing these issues, and now it's time for you to get involved. I. REZONING AT MAIN AND FRANKLIN The petitioner wants to rezone the parking lots behind the Taurus Restaurant and the site of the old pink house (where he built another house in 1987) from Single Family Residential to Commercial Use (SPI-2 Coconut Grove Business District). This change, if approved by the City Commission, will mark the beginning of a commercialization south of the village center along Main Highway and Franklin and Charles Streets toward Hibiscus Street. Already, St. Hughes Church officials have gone to the Commission to try and have some of their properties on Franklin Ave. designated commercial in the Comprehensive Plan. This proposal needs to be defeated, and we need your attendance at the City Commission meeting on Thursday, February 23 at 6:OOPM (The Commissioners have guaranteed us this time so don't be latet) at City Hall At Dinner Key. II. HELIPORT AT TERREMARK BUILDING Our old friend, Manny Medina, is at it again. His latest scheme is a heliport on top of his office building at Aviation and South Bayshore Drive. Clearly geared to bringing businessmen to the hotels and the Dinner Key Convention Center, his ill advised effort is typical in its disdain of the concerns of the neighborhood around it. Noise, and safety concerns leap to mind as considerations the Planning Department ignored when recommending approval of this project. This issue will be heard by the Zoning Board at its Monday, March 6, 1989,meeting, at City Hall at Dinner Key. These are only two of the issues we are dealing with. We need your support at these meetings if -we -are to effect any change in our community.You don't have to get up and speak. The City Commissioners are politicians and they pay attention to the numbers of voters who are at these meetings. The more people who turn out -- even to raise their hand in support or opposition or support of an item -- the more clout we have at City Hall. W. 32nd Road F. Burrell Ha&M, Jr. —1916 N. R. The Village of Vizcaya, a northern Italian Baroque style cluster of outbuildings, has been preserved almost intact. The Village is entered through one of two gatehouses. The one on Dixie Highway is simple in design and served as the carpenter and painter's workshop. The other one on Miami Avenue is much more elaborate and grand in scale. Called the Chauffeur's Lodge, it contained two duplex apartments for married servants, extra rooms for single servants, the storehouse keeper's office and supply house. Inside the gate is the car garage, housing three Packards or Marmons, complete with a turntable for washing. The main telephone switchboard for the estate was located on the balcony in the garage. Next to this was a machine shop and pit for working on the cars. Behind here was a blacksmith's shop for shoeing the mules. To the west was the superintendent's house, now the Claire Mendel Gallery, a one-story symmetrical building whose arched loggia was J originally open to the shaded garden in the rear. Around the corner was a laundry and walled drying yard, now a small slat house. Farther west is a double house built in 1918. It has an unusual exterior staircase on the Village side and a severe, but attractive facade on 32nd Road. Living quarters for the boat captain, boat engineer, chief engineer, garage man and fishing guide were here. Their jobs were considered essential, so close proximity was a must. The next area is the farmyard, an open square around a central watering trough, now an ornamental pool. Here one finds the two-story stable, the carriage house, the dairy and the chicken coop. The buildings of the Village are of varying shapes and sizes yet combined to create a harmonious whole.
