A RESOLUTION URGING METROPOLITAN DADE COUNTY
TO TAKE STEPS WHICH WILL RESULT IN THE
INSTALLATION OF STATIONARY STOP SIGNS,
"CHILDREN AT PLAY" SIGNS, "20 MPH" SPEED LIMIT 'nr
SIGNS AND "NO THRU TRUCKS" SIGNS ALONG KUMQUAT
t AVENUE AND LOQUAT AVENUE BETWEEN SOUTHWEST
37TH AND 42ND AVENUES IN THE CITY OF MIAMI,
FLORIDA; FURTHER DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE _
HEREIN NAMED OFFICIALS.
WHEREAS, at the March 3, 1989 Miami City Commission meeting,
a group of citizens, concerned about undesirable traffic
Intrusion Into their neighborhood, requested that vehicular
access to Kumquat Avenue and Loquat Avenue be restricted at the
westerly side of their intersection with Southwest 37th Avenue;
and
WHEREAS, at said meeting, the City Commission found that
traffic control measures other than the restriction of vehicular

access could be Implemented
to control undesirable traffic

Loquat Avenue between Southwest +

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

reference speeders. The complaint was written up and placed on
the complaint board.
On November 14,1988 this area was checked by Officers Garriga and
D'Amico. The officers observed the area from 1700 hours to 1800
hours and issued only two (2) summonses.
On December 7. 1988 this area was checked by Officers Ina6tilla
and Williams.> The officers observed the area from 0700 hours to
0900 hours and issued nine.(9) summonses.

We the undersigned, residents of Crawford Avenue in Coconut Grove, are opponed to
the erection of traffic barricades on Loquat and/or Kumquat Avenues between bft9lae
and LeJeune toads.
Crawford Avenue, which stretches between Douglas and LeJeune a short distance south,
of Loquat and Kumquat, is already a popular roadway for east -west travel.between

those two major roads. During rush hours, the traffic is heavy and fast6 ftiting
our driveways is hazardous. Pets have been killed. Playing children and
pedestrians of all ages are endangered by the speed and volume of present traffic
levels. The proposed barricades on Loquat and/or Kumquat would necessarily result
in the rerouting of the cars now using those two roads for travel between Douglas

and LeJeune. The fact that these drivers are already using a residential route
suggests that they will seek another similar route. Crawford Avenue will be the
very obvious choice, as it is the next throughway south of the two roads in
question. The resulting impact on Crawford would be horrendous: traffic levels of
double to triple the existing load, mostly compressed into the rush hour periods.

Today, while driving to visit a friend who lives in Coconut Grove, I came -
across the barricades,that were'put.there_by the city to close the ,street

Not only Aviation Street was barricaded but all the streets leading to that {
side of the Grove were closed. I had to drive to Tigertail to get to Jeff- ?.

I am outraged that this action has been taken. I believe that the streets
belong to the people and, unless there is a real good reason, they should
be,open to be used by all the people. I know that there is a group of res-
idents who live in that area who would like to have semiprivate streets. a3:
They are the ones that have pushed this through and nothing could be more

unfair. My three friends who,are residents of that neighborhood all agree
with me, it's a very bad idea.
Now I would like to point out a few things to you. Besides my inconvenience
you are forcing all residents who live in the north part of the Grove to
use Tigertail or Bayshore. For years those two streets have suffered from
overuse and abuse; how doyouthink the residents who live on Tigertail-are
going to feel with more traffic? They pay taxes too. There is also` -the mat- -'
ter of police, fire rescue, and emergency vehicles which will be affected =
by this action. Sometimes those -extra few minutes it takes.to go around could
me
an.that some person in desperate need of immediate rescueassistance would
have to wait more.time. A fire in someone's home could burro a.little longer

because the streets are closed. A police emergency could.be adversely affec-.
ted,because_'a few residents want semiprivate streets! Time, even seconds ,are

own the property next door located at 3675 Douglas Road.
I am in opposition to the barricading of Loquat and Kumquat
Avenues at Douglas Road. First, I would like to tell my

intrusion of undesirable traffic on Loquat and Kumquat
Avenues. This is a problem of epidemic proportions which
inflict residents all over the City of Miami and Dade.County.
