A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $2,500 FROM SPECIAL PROGRAMS AND
ACCOUNTSe CONTINGENT FUNb, TO COVER THE COST
OF THE RENTAL FEE OF THE MIAMI MARINE STADIUM
FOR THE "LATIN MEETS JAZZ BY THE BAY" CONCERT
TO BE PRESENTED ON JULY 2, 1989 AT SAID
STADIUM BY THE PRODUCTION CENTER FOR THE
ARTS, INC*,- SUBJECT TO AND CONTINGENT UPON
SUCH CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY OF MIAMI, INCLUDING
THE RECEIPT OF PAYMENT FOR ALL CITY SERVICES
AND FEES REQUIRED FOR SAID EVENT AND THE
CONDITION THAT SAID SPONSOR SHALL REIMBURSE
CITY IN THE AMOUNT OF $2,500 IF RECEIPTS FROM
SAID EVENT EXCEED $20,000; FURTHER PROVIDING
THAT NO CITY FUNDS BE EXPENDED UNLESS AND
UNTIL SAID SPONSOR AGREES THAT THE CITY
COMMISSION SHALL APPROVE IN ADVANCE ANY
EXPENDITURE OF PROFITS FROM SAID EVENT AND
THAT THE CITY COMMISSION SHALL BE ALLOWED TO
CONDUCT A POST -EVENT AUDIT; AUTHORIZING THE
CITY MANAGER TO EXECUTE THE NECESSARY
AGREEMENT(S)f IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, BETWEEN THE CITY AND SAID
SPONSOR TO IMPLEMENT SAID GRANT.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI,
FLORIDAt-
Section 1. An amount not to exceed $2,500 is hereby
allocated from Special Programs and Accounts, Contingent Fund to
cover the cost of the rental fee of the Miami Marine Stadium for
the "Latin Meets Jazz by the Bay concert to be presented on July

Section 3. Said allocation is hereby further subject to and
' contingent upon the sponsor's agreement that the City Commission
approve in advance any expenditure of profits from said event andF�-
that this City Commission be allowed to conduct a post -event audit
of said expenditures.
Section 4. The City Manager is hereby authorimed to execut6.
the necessary agreement(s), in a form acceptable to the City 4
Attorney, between the City of Miami and said sponsor to implement
said grant.
Section 5. This Resolution shall become effective
immediately upon its adoption pursuant to law. '

Portraits in Jazz, Gallery Antigua
Charles Mills, artist, illustrator and graphic de-
signer, has documented the history and evolution
of jazz in his many vivid, detailed depictions of the
forefathers of jazz. His portraits, through their ex-
ternal appearances, express and bring forth their
inner structure and formal strengths.

Opening Night Gala
This 'black tie" affair offers elegant dining and
s great jazz for its well dressed patrons. Mingle with
festival stars, corporate and civic leaders, and jazz
music lovers from around the world.

The jam session has historically been a catalyst for
the fusion of varied jazz styles and improvisational
genius.. Each night of the festival will conclude with

Production Center for the Arts, Inq. (PCA) is a non-profit arts
organization founded in 1987 to promote, preserve and perpetuate,
the cultural arts, particularly, America's musical treasure: Jazz.
This year, PCA has made monumental leaps in its educational
programs with the implementation of the PCA JAllAVAN, a series
of one -day workshops, master classes and concerts held primarily
at public schools. The inaugural JAllAVAN program was con-
ducted by jazz legend Dizzy Gillespie at Fort Lauderdale's Dillard.
High School for the Performing Arts and PCA also hosted Mr.
Gillespie's 71st Birthday Bash that evening.
The nucleus of PCA is the ongoing PCA Jazz Workshop which
provides . high quality, but low cost, music education tD students of

all ages and skill levels. Each workshop series is heldevery
Saturday for ten consecutive weeks, and the participants attend. .
