'2 A RESOLUTION CONCERNING THE AIDS MARCH MIAMI 13E• CONDUCTED BY HEALTH CRISIS NETWORK ON MAY 7, 1989 AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. WHEREAS, the Health Crisis Network will conduct the Aids March Miami on May 71 1989; and WHEREAS, the Health -Crisis Network has requested the use of certain streets to conduct the aforementioned march between the hours of 8:30 A.M. and 11:30 A.Mj ..NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Aids -March Miami the following, streets' :are hereby cloned .-to through vehicular traffic on Saturday May..7, 1989 as specified below: 8:30 A.M. to 11:30 A.M.s Southeast Twenty-fifth Road, from,, Brickel:l Avenue•_ .tp South Miami Avenue. Southeast Second Street from South Miami Avenue to Chopin Plaza. Chopin Plaza from Biscayne Boulevard to Bayfront Park. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police. after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. ;?a d'nt Section 3. Miami, as a city ranks-7th. While z the time-consuming task of research and ;cure of this -epidemic; progresses, AIDS must.be fought on a service.and preventative basis and attention must be paid to three important areas: - service,: education and training. 1� Service for those persons with AIDS is imperative. Education to the general public for prevention and reductions of unwarranted fear requiring programs and outreach specifically designed in a culturally,sensitive manner demanded by an area encompassing Spanish, English and Creole speaking people...:._ 30 Training for health care professionals, emergency workers, r businesses and institutions who may come into direct contact �~ with infected persons encompassing seminars, workshops and dialogues to assist them in understanding AIDS.and HIV infection,,.the person with AIDS, care and treatment of the AIDS infected person, the risk involved with delivery of 7,2 services and the proper precautions to avoid transmission. HCN is meeting these growing needs. Nine support groups t meet weekly at HCN encompassing over 200 people directly affected by this epidemic. Limited transportation is provided to clients Y too ill'to drive and too weak to use public transportation. . Individual counseling, in -home care, psychiatric service, ,food and financial assistance are provided on a special need basis. In the community, HCN averages over 25 educational persentations per month reaching a monthly average of over 1000 participants f , - Y K from such diverse groups as Miami police and fire departments, community social clubs, Haitian mothers, hemophiliacs, to gay bar owners and bartenders. HCN distributes an average of 2000 # pamphlets and brochures every month. The information and referral service of the agency answers over 1000 calls per month on its "AIDS.
