A RESWMCN AEMMZING THE CITY MANAGER TO INSTRUCT
THE CITY AT 0FM TO INITIATE APPROPRIATE LWAL
PROCEEDINGS AND CIVIL ACTION AGAINST MS. D£LP'HINR
MLWW, D/H/A D. & D. COIN LAUNDRY, 70 M)CCNER LOAN
FUNDS IN THE AMJ M OF $10,000 TO SAID INDIVIDUAL,
THROUGH THE MMEL CITY SMM L BUSINESS DEVF.J.OPNEW
PILM LOAN PROGRAM.
WHEREAS, the City of Miami Commission is committed to the econamic
development and the expansion of Trade and Commerce in the City of Miami; and
WHEREAS, the City Canmission passed Resolution No. 87-923 authorizing
the establishment of Small Business Development Pilot Program in Model City;

WHEREAS, Delphine Murray, owner of D. & D. Coin Laundry has defaulted on
her Promissory Agreement with the City of Miami; and
WHEREAS, the aforementioned loan recipient has received $10,000 from the
Small Business Development Pilot Program; and
WHEREAS, the loan recipient is now 120 days past due on her loan with
the City of Miami;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MUM,
FLORIDA:
Section 1. The City Manager is her_ authorized to instruct the
City Attorney to initiate appropriate legal proceedings and civil action
against Delphine Murray, d/b/a D. & D. Coin Laundry to recover loan funds in
the amount of $10,000 to said individual through the Model City Small Business
Development Pilot Loan Program.

RECOMMENDATION
It is recommended that the City Commission authorize the City
Manager to advise the City Attorney to proceed in initiating
default proceedings as it relates to the Model City Small
Business Development Pilot Program against Delphine Murray. 4/b/a
D. & D. Coin Laundry to recover the City-s loan funds*
BACKGROUND
:On_March 111, .19,88, Ms. Delphine Murray, owner of D D Coin
Laundry and *loan recipient of $10,000 via the Model City Small 1,
Business- Development.. Pilot. Program entered into a Promissory
i Agreement with the City of Miami. As of January 6Oq Ythe
aforementioned loan recipient has defaulted on her agreement per
the following terms:
