HomeMy WebLinkAboutR-89-02133-89-201 02/10/89 RESOLUTION NO. 89~213, A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED FORTY SIX THOUSAND SIX HUNDRED DOLLARS ($46,600) FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND TO COVER THE COSTS ASSOCIATED WITH THE ACQUISITION OF A COMPUTER AIDED TRANSCRIPTION SYSTEM, A T.D.I. CONVERTER AND A B-38 MICRO COMPUTER WITH LASER PRINTER, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Miami Police Department is compelled by the Criminal Justice System to promptly supply detailed witness statements and investigative reports ;and WHEREAS, these reports are necessary to effectively and efficiently investigate and prosecute murders within the City of Miami; and WHEREAS, the system currently being utilized is slow, repetitious, expensive and outdated; and WHEREAS, the requested equipment is state of the art and will eliminate the costly repetitive typing and entry of witness statements; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the Computer Aided Transcription System, the T.D.I. Converter and the B-38 Micro Computer and Laser Printer have not been included in the Police Department's normal` operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and NEE 11Y I }r RESOLUTION 00! - Sid j, �S WHEREAS, funds to cover the necessary expenses required for the acquisition of the above listed equipment are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Total approved funding, in an amount not to exceed forty six thousand six hundred dollars ($46,600), is hereby allocated from the City of Miami Law Enforcement Trust Fund to cover the necessary expenses required for the acquisition of the Computer Aided Transcription System, the T.D.I. Converter and the B-38 Micro Computer with Laser Printer, upon such costs having been approved by the Chief of Police. Section 2. Odio City Manager DATE : FEB 2 ; 1989 FILE SUBJECT : Resolution For The Purchase of.] a Computer Aided Transcription' System REFERENCES: ENCLOSURES: RECOMMENDATION: It is respectfully recommended that a resolution be passed allocating funds for the purchase of a Computer Aided Transcription System, at a total cost not to exceed forty-six. thousand six hundred dollars ($46,600), funding to be from the Law Enforcement Trust Fund, Project No. 690001. BACKGROUND: The Miami Police Department currently utilizes stenographers in its Criminal Investigation Division to assist in recording the statements of witnesses and victims. These stenographers are also responsible for the recording of supplemental reports prepared by the investigating officers. The current process of transcribing the stenographer's notes into a comprehensible document is slow, repetitious, expensive and outdated. The proposed computerized system would facilitate the.trans.lation of the stenographer's notes into a readable document. The computer translates the notes as they are being typed thereby eliminating the need for the stenographer to perform the translation and entry of the reports.
