ORDINANCE NO. 10567.
AN ORDINANCE ESTABLISHING A SPECIAL REVENUE
FUND ENTITLED: "EMERGENCY SHELTER GRANT
(FY'89)", APPROPRIATING FUNDS FOR OPERATION
OF SAME IN THE AMOUNT OF $186,000 FROM U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(USHUD) AS A RESULT OF THE STEWART B.
MCKINNEY HOMELESS ASSISTANCE ACT AND
FURTHER AUTHORIZING THE CITY MANAGER TO
ACCEPT THE AFOREMENTIONED GRANT AWARD AND
ENTER INTO THE NECESSARY CONTRACT AND/OR
AGREEMENT WITH USHUD; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the U.S. Department of Housing and Urban
Development (USHUD) has informed the City that it- is eligible to
apply for an additional $186,000 from the U.S. Department of
Housing and Urban Development (USHUD) Emergency Shelter Grant as
a result of the Fiscal Year 1989 Stewart B. McKinney Homeless
Assistance Act to provide programs for the homeless;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: EMERGENCY SHELTER GRANT (FY'89)
RESOURCES: U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT $186,000
APPROPRIATION: EMERGENCY SHELTER GRANT $186,000
Section 2. This appropriation is contingent upon approval
of a grant application by USHUD and the City Manager's acceptance
thereof.
Section 3. The City Manager is hereby authorized to accept
the grant as set forth in the preamble to this ordinance and to
enter into the necessary contract and/or agreement to accept this
grant.
Section 4. All ordinances or parts of ordinances insofar as
they are in conflict- with the provisions of this ordinance are
hereby repealed.
Section 5. If any section, part of section, paragraph
clause, phrase, or word of this ordinance is declared invalid,

the remaining provisions of this ordinance shall. not be affected.

It is respectfully recommended that the City Commission adopt the
attached ordinance which establishes one new special revenue fund
entitled "Emergency Shelter. Grant (FY'89)" appropriating $186,000
from the 1989 Emergency Shelter. Grant through the U.S. Department
of Housing and Urban Development (USHUD) as a result of the
Stewart B. McKinney Homeless Assistance Act adopted by the U.S.
Congress and further authorizes the City Manager to accept the
aforementioned grant award and enter into the necessary
contract/agreement with USHUD.
BACKGROUND
The Department of Community Development has been advised that the
City of Miami is entitled to receive an Emergency Shelter. Grant
of $186,000 from USHUD as a result of the Stewart B. McKinney
Homeless Assistance Act adopted by Congress to provide services
to the nation's homeless population. The Ci.ty's grant is based
on an the same formula used to award Community Development Block
Grant Funds to eligible jurisdictions.
Adoption of the proposed ordinance establishes one new special
revenue fund entitled "Emergency Shelter. Grant (FY'89)"
appropriating $186,000 and further authorizes the City Manager to
accept the aforementioned grant award and enter into the
necessary contract/agreement with USHUD.
In order to be eligible for the entitlement, the City must also
submit a Comprehensive Homeless Assistance Plan (CHAP) to USHUD
for. approval.* It should be noted that the attached ordinance is
a companion item to a resolution approving the CHAP to be
submitted to USHUD and authorizing the City Manager to submit the
grant application to USHUD.
