HomeMy WebLinkAboutO-10561J-89-150 2/1/89 ORDINANCE NO. 10561I AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10521, AS AMENDED, ADOPTED NOVEMBER 17, 1988, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, BY INCREASING THE PROJECT ENTITLED "PRELIMINARY GENERAL OBLIGATION BOND EXPENSES - 1988" PROJECT NO. 311005 IN THE AMOUNT OF $20,000; APPROPRIATING FUNDS IN SAID AMOUNT FOR SAID PROJECT FROM BOND PROCEEDS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10521 on November 17, 1988, appropriating funds for Capital Improvement Projects; and WHEREAS, in accordance with Section 2.136 of the Miami City Code (1980), the Planning Department has prepared and submitted to the City Commission a Capital Improvement Program (CIP) that identifies the sources of funding of all proposed capital projects valued at $5,000 or more for the program years 1988- 1994; and WHEREAS, appropriated preliminary general obligation bond expenses for fiscal year 1988 were based on an early estimate for a bond sale for less than the $18,400,000 sold in November, 1988; and WHEREAS, as a result of the increase in the size of the 1988 general obligation bond issuelactual preliminary expenses payable from the bond proceeds reached to $120,000; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance 10521, adopted November 17, 1988, as amended, is hereby further amended in the following particulars:1 1 Words and or figures stricken through shall be deleted. a Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All figures are rounded to the nearest hundred dollars. 105(a, "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1988-89. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriat ions of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows: Total Appropriations ($ x 000) I. Odio City Manager RECOMMENDATION: DATE: FILE: Amendment to CIP SUBJECT: Ordinance/Increase in Preliminary General Obligation Bond REFERENCEs:Expenses - 1988 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached ordinance increasing the capital project entitled "Preliminary General Obligation Expenses - 19881' in the amount of $20,000 from proceeds of the $18,400,000 General Obligation Bonds. BACKGROUND: The Department of Finance recommends the attached ordinance be adopted increasing the appropriation for the capital project entitled Preliminary General Obligation Bond Expenses - 1988. On November 3, 1988 the City sold its 1988 general obligation bond sale at the aggressive interest rate of 7.2138% . Interest rates for municipal bonds during that week were at the lowest levels in calendar year 1988. It is estimated that if instead the City had sold bonds during December'88, when interest rates averaged 7.6%, debt service cost during the life of these bonds would have been $1 million higher. The original appropriation for the preliminary bond expense was estimated on a smaller bond sale approximating $15 million.
