Purpose of Item:
A RESOLUTION OF THE CITY OF MIAMI, WITH ATTACHMENTS, AUTHORIZING
THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG"),
HOME INVESTMENT PARTNERSHIPS ("HOME") ADMINISTRATION FUNDS AND
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM
DELIVERY FUNDS TO SUNSHINE FOR ALL, INC., FOR THE 2022-2023 FISCAL
YEAR AS SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED;
SUBJECT TO THE AVAILABILITY OF FUNDING, TO PROVIDE HOUSING QUALITY
STANDARD INSPECTION SERVICES ("HQS") FOR THE CITY OF MIAMI; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL THE
NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH SAID AGENCIES, FOR SAID PURPOSE.
Background of Item:
The City of Miami ("City") receives funding from the United States Department of
Housing and Urban Development ("HUD") for its CDBG, HOME and HOPWA Programs.
The programs require that all rental properties financially assisted, be inspected during
the affordability period to ensure that they comply with the minimum housing quality
standards.
Due to the volume of inspections required on an annual basis, it is more cost effective to
the programs, to engage the services of an entity that specializes in these services.
Sunshine for All, Inc. is a private nonprofit Sub -recipients defined under the provisions
of 24 CFR 570.500(c), who is currently receiving CDBG funding assistance from the
City to undertake activities eligible for such assistance under Subpart C of the
regulations.
Sunshine for All, Inc. has been providing HQS Inspection services to the residents of
the City under the CDBG and HOPWA programs since 2007, in accordance with the
requirements to ensure that all properties meet HUD's Housing Quality Standards
(HQS).
Sunshine for All, Inc. has an extensive experience and great knowledge in connection
with Section 8, Multifamily Affordability Monitoring, First Time Homebuyer program's
HQS inspections.
The City Administration recommends the transfer of Community Development Block
Grant (CDBG), Home Investment Partnerships ("HOME") administration funds and
Housing Opportunities for Persons with Aids ("HOPWA") program delivery funds to
Sunshine for All, Inc., for the 2022-2023 fiscal year as specified in Attachment "A",
subject to the availability of funding, to provide Housing Quality Standard Inspection
services ("HQS") for the City of Miami.

FUNDS, HOME INVESTMENT PARTNERSHIPS PROGRAM ADMINISTRATION
FUNDS, AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM
DELIVERY FUNDS TO SUNSHINE FOR ALL, INC., A FLORIDA NOT FOR PROFIT
CORPORATION, FOR THE 2022-2023 FISCAL YEAR AS SPECIFIED IN EXHIBIT "A",
ATTACHED AND INCORPORATED, SUBJECT TO THE AVAILABILITY OF FUNDING,
TO PROVIDE HOUSING QUALITY STANDARD INSPECTION SERVICES FOR THE
CITY OF MIAMI; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") receives funding from the United States
Department of Housing and Urban Development ("HUD") for its Community Development Block

(collectively, "Programs"); and
WHEREAS, the Programs require that all financially -assisted rental properties
("Properties") be inspected during their respective affordability periods to ensure that each
complies with the minimum housing quality standards; and
WHEREAS, due to the volume of inspections required on an annual basis, it is more
cost effective to engage the services of an entity that specializes in these inspection services;
and
WHEREAS, Sunshine for All, Inc. ("Sunshine for All") is a private nonprofit Sub -recipient,

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG funds, HOME administration funds, and HOPWA
program delivery funds to Sunshine for All for the 2022-2023 fiscal year as specified in Exhibit
"A", attached and incorporated, subject to the availability of funding, to provide HQS inspection
services for the City, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
