WHEREAS, the citizens of Miami who reside on Belle Meade Island in the -City have petitioned Dade County under Chapter 18 of the. Metropolitan Dade County Code to create a special taxing -' district for special guard protection of the island which is - located in said proposed district; and WHEREAS, a letter from Dade County Public Works Department, i dated March 20, 1989, has been submitted which confirms the fact that the required number of the resident property owners of property -within -the boundaries of the proposed district have signed said petition; and WHEREAS, the residents of Belle Meade Island request the approval of the Miami City Commission for the construction, of",.a concrete block 'structure guardhouse, at no cost to the,.City; within -the public right-of-way at the northeast end -of the -:Belle i _a Meade Island Bridge to be located in the swale area and not.- in the roadway portion of the right-of-way; and WHEREAS, such guardhouse together with the -stationary stop -; j sign that is in place at said location will allow _security .r y personnel to monitor incoming traffic with no interference - whatever'with the flow of local traffic control;:and WHEREAS,'---- Chapter. 54 of the - Code '=" of the City, "":of :. The recitals and findings set forth in the Preamble to. this Resolution are hereby adopted by reference -; thereto and incorporated herein as if fully set forth in this i -- Section. Section 2. The creation of a special taxing district on Belle Meade Island, located in the City of Miami, Florida, in accordance with Chapter 18 of the Metropolitan Dade County Code, 3- to provide security service is hereby approved, said service to —j include the construction and maintenance of a concrete block - �� structure guardhouse, at no cost to the City, within the public — right -of way -at the northeast end of the Belle MeadeIsland = _ Bridge, to be located in the swale area and not in the roadway portion of the right-of-way. Section 3. Construction of said guardhouse shall comply. with the requirements of the South Florida Building Code and the City of Miami Public Works Department and, upon the adoption of '1+ an ordinance amending Chapter 54 of the Code of the City of Miami to permit the construction of guardhouses within the; publip- right-of-way, in full compliance with the requirements Of ordinance.g v f Section 4., This Resolution shall become,,effectlY+e_ 1 immediately upon its adoption pursuant to law. f` t 't >•t era 4��a a� ��'- � :' t March` 195g.
