It is requested that the City Commission provide rTitf�,re Carver
Hotel Development Corporation from the impending demolition of the
historically significant Carver Hotel in the Overtown area. Preservation
of the current structure will ensure the continued presence of all histor-
ic and historically significant buildings in Overtown and will provide an
opportunity for the implementlation of a joint -venture economic redevelop-
ment project.involving the St. John Community Development Corporation and
the Carver Hotel Development Corporation.
II. ANALYSIS OF THE DEVELOPMENT OPPORTUNITY
A. The Carver Hotel Development Corporation (CHDC) is in the process
of acquiring the historically significant Carver Hotel property in
Overtown for a mixed -use residential/commercial and/or office de-
velopment. The contemplated development will utilize the present
Carver Hotel site and approximately 25-30% of the existing building.
B. The Carver Hotel Development Corporation has entered into a joint -
venture with the St. John Community Development Corporation for the
redevelopment of the Carver Hotel property. Presently, a $500,000
federal grant application is under consideration by the U.S. Depart-
ment of Health and Human Services. As per a recent letter (copy
attached) from the St. John Community Development Corporation, it
is anticipated that a favorable response will be forthcoming by the
end of April, 1989. This assistance request is being very strongly
supported by Florida U.S. Senator Connie Mack.
C. The redevelopment of the Carver, Ilotel under the auspices of the St.
John Contnunity Developriient Corporation rqill provide economic benefits
to the Overtown area including, but not limited to, employment,
entrepreneurial, and job training opportunities.

D. Preservation of the Carver Hotel will ensure the continued existence
of all historic and historically significant structures which present-
ly exist in Overto►,n.
E. The planned redevelopment of the Carver Hotel is consistent with the
City of Miami's effort to facilitate development of the Historic
Overtown Folklore Village in coordination with the Black At -chives
History and Research Foundation.
The Carver Hotel Development Corporation is committed to the re-
development of the Carver Hotel consistent with the Master Plan for
the Historic Village which is being prepared by Ronald E. Frazier &
Associates.
III. REQUESTED ACTION BY THE CITY COMMISSION
It is requested that the Miami City Commission approve one of the follow-
ing alternatives to preserve the opportunity for the redevelopment of the
Carver Hotel:
1. Rescind the bid awarded on March 3, 1989 to Juelle, Inc. for the
demolition of the Carver Hotel and provide funding to the Carver
Hotel Development Corporation to allow for the selective demoli-
tion of the structure as recommended by the consulting engineer.
OR
2. Modify the demolition contract awarded on March 3, 1989 to Juelle,
Inc. 'so as to preserve 25-30% of the structure.and implement the
recommendations contained in the structural report prepared for the
Carver Hotel Development Corporation by the consulting engineer.
