RESOLUTION NO.
A RESOLUTION CONDITIONALLY AUTHORIZING
METROPOLITAN DADE COUNTY ON BEHALF OF THE
CITY OF MIAMI TO ADVERTISE FOR, EVALUATE, AND
ACCEPT THE BID(S) OF A VENDOR OR VENDORS TO
PROVIDE UNITED STATES DEPARTMENT OF
AGRICULTURE (USDA) APPROVED MEALS TO ELIGIBLE
CHILDREN DURING THE SUMMER OF 1989; FURTHER
AUTHORIZING METROPOLITAN DADE COUNTY TO ENTER
INTO THE NECESSARY CONTRACT(S) AND/OR AGREE-
MENT(S) WITH THE SUCCESSFUL BIDDER(S).
WHEREAS, the United States Department of Agriculture,
through the Florida Department of Education, has tentatively
agreed to fund the City of Miami's annual Summer Food Service
Program in 1989; and
WHEREAS, with the approval of the above two agencies,
Metropolitan Dade County has offered to include the City of Miami
in a bid proposal to select a vendor or vendors to provide summer
lunches and supplements (snacks); and
WHEREAS, being a part of the Metro -Dade County bid package
allows vendors to offer summer lunches and supplements at rates
lower than that which could be obtained by the City of Miami
having a separate bid package; and
WHEREAS, the City of Miami plans to serve 84,260 lunches
(1,915 lunches/day x. 44 days) and 74,360 snacks (1,690. snacks/day
x 44 days) 1-:a eligible children at tventy--eight (28) sites
throughout i.:ale Ci_t,during the suiT-aier of 1989;

Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted by reference
thereto and included herein as if fully set forth in this
Section.

Section 3. The herein authorization is subject to the
review and approval of the City Commission of the bid to be
recommended for acceptance and award by the Metropolitan Dade
County Board of Commissioners.
Section 4. This Resolution shall become effective
immediately upon its adoption pursuant to law.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Resolution conditionally authorizing Metropolitan Dade
County, on behalf of the City of Miami, to advertise for,
evaluate, and accept the bid(s) of vendor(s) to provide lunches
to eligible children during the summer of 1989 and to execute the
necessary document(s) with the successful bidder(s) to serve the
number of lunches specified by the City of Miami at a fixed rate
per lunch which shall not exceed the reimbursement rate
established by the Florida Department of Education.
BACKGROUND:
The City of Miami Summer Food Service Program, conducted by the
Department of Parks, Recreation and Public Facilities, provides a
box lunch and an afternoon snack to children aged 18 and under
during the, period from June 19, 1989 through August 18, 1989.
Since 19G8, the City of Miami has provided thli s food raervi.ce
program as an integral part of its summer recreation program
which offers arts, and craft -Is, spol_t:iiig activities, field trips,
and special_ events. a. This ye: r, are plEnning to scr'%re Lip to
1915 lunches and 1690 snack; daily «t twenty-eight (28) sites
carefully chosen to provide reasonable access to all of 101iani' s
youth.
The Florida Department of Education (DOE) has again selected
Metro --Dade County as the agency responsible for the selection of
the vendor who will supply these meals under a U.S. Department of
Agriculture (USDA) Program. Other local agencies participating
in the USDA/DOE program are covered under the "umbrella" bid
conducted for the Summer Food Program by Metro -Dade County. The
"invitation to bid" document prepared by Dade County is reviewed
and approved by DOE for conformance with the rules and
regulations promulgated by USDA. For example, the lunch menu
must meet USDA's strict nutritional requirements.

Preparation of our own bid document would be an arduous task
requiring approval of DOE. Also, it is expected that the rate
per meal will be lower if the City participates in Dade County's
"umbrella" bid. All operational and administrative expenses will
be paid by the USDA.
As in past years, the City Commission will be given the
opportunity to review and approve the County's recommendation for
award of bid.
An Ordinance appropriating USDA funds for the operation of the
program is also being presented for City Commission action as a
companion item.
