A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $138,600 FROM THE SPECIAL REVENUE FUND ENTITLED "SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAMI - FY '89/JTPA II-B" TO BELAFONTE TACOLCY CENTER, INC., FOR IMPLEMEN- TATION AND OPERATION OF THE DROPOUT PREVENTION COMPONENT OF THE FY'89 JTPA TITLE II-B SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH BELAFONTE TACOLCY CENTER, INC. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. An amount not to exceed $138,600 from the Special Revenue Fund entitled "Summer Youth Employment and Training Program FY'89/JTPA IIB" is hereby allocated to Belafonte Tacolcy Center, Inc., for the implementation and operation of the dropout prevention component of the FY'89 JTPA Title IIB Summer Youth Employment and Training Program. Section 2. The City Manager is hereby authorized to negotiate an agreement with Belafonte Tacolcy Center, Inc., subject to the conditions and limitations contained herein. City Manager ENCLOSURES: City Commission Agenda April 13, 1989 _ RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution allocating funds in an amount not to exceed $138,600 to Belafonte Tacolcy Center, Inc., to assist in implemen- ting the FY 1989 Summer Youth Employment and Training Program through the Department of Community Development, and authorizing the City Manager to negotiate an agreement with said agency. BACKGROUND:' The South Florida Employment and Training Consortium (SFETC) has notified the Department of Community Development that the City of Miami has been awarded Summer Youth Employment and Training Program (SYETP) funding in the amount of $895, 432. Title II-B of the Act %wcit�2C3r i cyr. ¢3 funds from the United States Department of Labor fog:- the Suri:mer Youth Employment and Training Program, including that admainistered by the City of Miami. Belafonte Tacolcy Center, Inc. (BTC) has been selected to assist the Department of Community Development in operating the dropout prevention component for in -school youth identified as such at Miami Northwestern Senior High School. This component of the SYETP aims at rewarding in -school youth identified as potential dropouts for academic performance, good attendance, appropriate levels of effort and meeting expected behavioral standards. This is the third year of a multi -year program. A youth may remain in the program for as many years as it takes him/her to graduate from high ® school. In addition, for those youth who remain in school to graduate, the program offers the opportunity for permanent full- time positions following their high school graduation. Four hundred forty (440) participants would be served. BTC has operated the dropout prevention component since the initial year of implementation, and works with the participants year round.
