HomeMy WebLinkAboutR-89-0331N J-89-360 3/16/89 RESOLUTION NO.�"`' A RESOLUTION CONCERNING THE IITH ANNUAL COCONUT GROVE BED RACE, TO BE HELD MAY 21, E 1989 SPONSORED BY TIDE MUSCULAR DYSTROPHY ASSOCIATION, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC; ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT TIiAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. WHEREAS, the Muscular Dystrophy Association, a nonprofit corporation under the laws of the State of New York, with operations in Florida, will conduct the llth Annual Coconut Grove Bed Race on May 21, 1989; and WHEREAS, certain streets should be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, the organizers have requested that retail peddlers be restricted in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 11th Annual }E Coconut Grove Bed Race to be conducted by the Muscular Dystrophy Association, the following streets are hereby closed to through vehicular traffic from 7:00 A.M. to 7:00 P.M. on Sunday, May 21, 1989 as specified below: McFarlane Road from Grand Avenue to South Bayshore Drive. South Bayshore Drive from McFarlane Road to Southwest Twenty-seventh Avenue. CITY COMMISSION MEE`i'ING OF APR 13 1989 )N E.o. F_4-1 REMARKS: Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect thethe enumerated areas delineated. in this Section. Section 2. Sucli closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Section 39-11 all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on May 21, 1989, during the hours of 7:00 A.M. to 7:00 P.M. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. Section 5. Odi REFERENCES: Commission Agenda Item City Manager ENCLOSURES: April 13, 1989 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets and the restriction of retail peddlers in the area in connection _ with the Bed Race to be conducted by the Muscular Dystrophy Association on May 21, 1989. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the above mentioned authorizations for the llth Annual Coconut Grove Bed Race to be conducted by the Muscular Dystrophy Association. The Department of Parks and Recreation is a cosponsor of this event. The Police Department has approved the route conditioned upon authorization by the City Commission.
