A RESOLUTION CONCERNING THE LIONS CLUB
INTERNATIONAL CONVENTION PARADE TO BE CON-
DUCTED BY THE INTERNATIONAL ASSOCIATION OF
LIONS CLUBS ON JUNE 21, 1989, PROVIDING FOR
THE CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES; FURTHER
CONDITIONED UPON THE REQUIREMENT THAT THE CITY
WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY AND UPON ORGANIZERS PAYING FOR ALL
NECESSARY COSTS OF CITY SERVICES.
WHEREAS, the International Association of Lions Clubs, Inc.
will conduct the Lions Club International Convention Parade on
June 21, 1989; and
WHEREAS, certain streets and portions thereof should be
closed to through vehicular traffic on the specified date and
during the specified hours to ensure the safety of participants
and spectators during said event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage during the
Lions Parade to be conducted by the International Association of
Lions Clubs, the following streets are hereby closed to through
vehicular traffic from 5:30 P.M. to 11:30 P.M. on June 21, 1989
as specified below:
Southbound Westernmost lane of Biscayne Boulevard from
Northeast Sixth Avenue to East Flagler Street.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the

Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.
Section 4. This Resolution shall become effective
immediately upon the its adoption pursuant to law.

RECOMMENDATION:
It is respectfully recommended
that the City Commission adopt the
attached resolution
authorizing the closure of certain streets
in connection with a parade to be conducted by the International
Association of Lions
Clubs on June 21, 1989. The street closures
are subject to the
issuance of permits by t2ie Departments of
Police and Fire, Rescue and Inspection Services and upon the
r; organizers paying for
all the necessary costs of City Services.
BACKGROUND:
The Department of
Community Development has prepared the
appropriate legislation
for the above mentioned authorization for
the Lions Club International Convention Parade to be conducted by
the International Association of Liens Clubs on June 21, 1989.
This organization has met with the Police Department and the
route for the parade has been approved conditioned upon City
Commission's authorization.
This parade which include- marching bands, floats and marching
groups representing all fifty (50) states and over one hundred
(100) countries will attract approximately thirty -thousand
(30,000) Lions from all over the world to come into the Miami
area for this event. The 1988 Parade was held in Denver,
Colorado.
