A RESOLUTION CONCERNING THE MANUFACTURERS
HANOVER CORPORATE CHALLENGE TO BE CONDUCTED BY
THE GREATER MIAMI RUNNING ASSOCIATION ON MAY
11, 1989, PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; FURTHER CONDITIONED UPON
THE REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
WHEREAS, the Greater Miami Running Association will conduct
the Manufacturers Hanover Corporate Challenge, a 3.5 mile running
event, on May 11, 1989; and
WHEREAS, said event is expected to attract approximately
5,000 runners; and
WHEREAS, certain streets and portions thereof should be
closed to through vehicular traffic on the specified date and
during the specified hours to ensure the safety of participants
and spectators during said event; and
WHEREAS, the event sponsor and the Department of Police have
designed the race courses such that major thoroughfares will
remain partially open to vehicular traffic, thereby minimizing
traffic disruption;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage during the
Manufacturers Hanover Corporate Challenge the following streets
are hereby closed to through vehicular traffic from 6:30 P.M. to
8:00 P.M. on May 11, 1989 as specified below:
Flagler Street from Biscayne Boulevard to Southwest Second
Avenue.
Southwest Second Avenue from Flagler Street to Southwest
Third Street.

Southwest Third Street from Southwest Second Avenue to Miami
Avenue.
Miami Avenue from Southwest Third Street to Southeast
Thirteenthi Street.
Southeast Thirteenth Street from Miami Avenue to Brickell
Avenue.
Brickell Avenue from Southeast Thirteenth Street to
Southeast. Fourth Street.
Southeast Fourth Street from Brickell Avenue to Biscayne
Boulevard.
Biscayne Boulevard from Southeast Fourth Street to Bayfront
Park.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miatni and paying for all necessary costs of City
services.
Section 4. This Resolution shall become effective
immediately upon the its adoption pursuant to law.
PASSED AND ADOPTED this 13th day of April 1989.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets
in connection with a 3.5 mile running event to be conducted by
Greater Miami Running Associthe i ssuance May1 of,

and upon the organizers paying for all the necessary costs of
City Services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation for the above mentioned authorization for
the Manufacturers Hanover Corporate Challenge to be conducted by
the Greater Miami Running Association on May 11, 1989.
This organization has Iiiet with the police Department and the
route for the parade b.as been approved coz�di.ta_oned upon City
Commission's authorization.
This is a 3.5 mile running event with an expected attendance of
five thousand. (5,000) runners.
