HomeMy WebLinkAboutR-89-0328J-89-363 3/21/89 RESOLUTION NO. 9!)-3A.8 A RESOLUTION CONCERNING A PARADE TO BE CONDUCTED BY THE CITY OF MIAMI COMMITTEE ON BEAUTIFICATION AND ENVIRONMENT ON MAY 5, 1989 AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES. WHEREAS, the City of Miami Committee on Beautification and Environment will conduct a parade on May 5, 1989; and WHEREAS, certain streets must be closed to through vehicular traffic during specified dates and hours to insure the safety of participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Parade to be conducted by the City of Miami Committee on Beautification and Environment the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 12:30 P.M. on May 5, 1989 as specified below: Flagler Street between Biscayne Boulevard and West First Avenue. Southeast Third Avenue between East Flagler Street and Southeast First Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section.. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety CITY COMMISSION MEETING OF APR 13 1989 P,ESOLUTION tie. ` REMARKS: and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Odio REFERENCES: City Manager Commission Agenda Item ENCLOSURES: April 13, 1989 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets for a Parade to be conducted by the Committee on Beautification and Environment on Friday, May 5, 1989. The street closures are subject to the issuance of permits by the Departments of police and Fire, Rescue and Inspection Services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the closure of Flagler Street between Biscayne Boulevard and West First Avenue for the 1989 Cleanup, Fix -tip, Paint -up Parade to be conducted by the City of Miami Con-anitteel. on Beautification and Environment on Friday, I -lay 5, 1989. Tlie parade will start at 11:130 a.m. at the intersectioll of Flagler Street and 13iscayne Boulevard and proceed Vlest on Flagler Street to the Courthouse,-, where it Still end approximately at no c) n - The parade is being conducted for the purpose of focusing attention on the efforts to keep Miami clean, and will feature City of Miami officials, sanitation trucks, police vehicles and high school marching bands.
