AND COMMISSION! RESOLUTION NO. 88-1058 TO
INCLUDE THE INSTALLATION AND MAINTENANCE OF
TEMPORARY BARRICADES ACROSS THOSE STREETS
WITHIN THE MIAMI DESIGN DISTRICT AS LISTED IN
COMMISSION RESOLUTION NO. 89-271.
WHEREAS, at the November 3, 1988 City Commission Meeting,
Resolution No. 88-1056 and Resolution No. 88-1058 were passed
authorizing amounts not to exceed $2,000.00 and $7,500.00
respectively from "Special Programs and Accounts Contingent
Fund FY 1989-89" to pay for the installation and maintenance of
temporary barricades across those streets within Coconut Grove
as listed in Resolutions No. 88-1056 and Resolution No. 88-480;
and
WHEREAS, at the March 3, 1989 City Commission Meeting,
Resolution No. 89-271 was passed authorizing the Department of
Public Works to restrict vehicular access to N.E. 38 Street and
N.E. 40 Street at the easterly side of their intersection with
North Miami Avenue, N.E. 1 Avenue and N.E. 1 Court at the
northerly side of their intersection with N.E. 36 Street and
N.E. 1 Avenue at the southerly side of its intersection with
N.E. 41 Street within the Miami Design District; and
WHEREAS, the Public Works Department has completed the
installation of the barricades listed in Resolution No. 38-1056
and Resolution No. 8-4,9O at a cost less than the funds
allocated by Resolution No. 88-1056 and Resolution No. 1058;
and
WHEREAS, increasing the scope of Resolution No. 88-1056
and Resolution No. 88-1058 by including the installation and
maintenance of temporary barricades across those streets within
the Miami Design District as listed in Resolution No. 89-271
will not exceed the total amount of funds allocated by said
Resolutions;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
preamble to this resolution are hereby incorporated by
reference and adopted.
Section 2. The scope of Commission Resolution No.
88- 1056 and Commission Resolution No. R8-1058 shall be
increased to include the installation and maintenance of
temporary barricades across the streets within the Miami
Design District as listed in Commission Resolution No. 89-271.1/
Section 3. This resolution shall become effective
immediately upon its adoption pursuant to law.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing an increase in the scope of
Commission Resolutions No. 88-1056 and No. 88-1058 to include the
installation and maintenance of the temporary barricades across
those streets within the Miami Design District as listed in
Commission Resolution No. 89-271.
BACKGROUND
The Department of Public Works, after studying the area and
considering the wishes of its residents and merchants, and in a
continuing effort to serve all residents of the City of Miami, is
recommending the adoption of a resolution funding the
installation of temporary barricades in the Design District.
At the March 3, 19€,9 City Commission Meeting, "Che Corrlission
passers Resolution No. 09-271 approving the installation of seven
temporary barricades in the ftli amii Do -sign District for a ni neatly
(90) day trial period. The purpose of these barricades is to
control traffic and reduce the potential for criminal activity
within the Design District by restricting vehicular access to
N.E. 38th and 40th Streets, N.E. 1st Avenue and N.E. 1st Court
during business hours. Although the Commission agreed that the
City would fund the cost of the installation and maintenance of
the temporary barricades, a specific funding source was not
identified.
The Public Works Department recently completed the installation
f barricades in Coconut Grove on streets adjacent to Aviation
venue and S.W. 27th Avenue. In order to accomplish the
installation of these barricades, the Commission passed
Resolutions No. 88-1056 and No. 88-1058 authorizing $2,000 and
$7,500 respectively from "Special Programs and Accounts
Contingent Fund FY 1988-89". By combining all of the temporary
barricades approved by the City Commission in Coconut Grove into
one bid, the Public Works Department managed to keep the total
expenditure for their installation down to $3,859.85.

No. 88-1058 be increased to include the maintenance and
installation of the approved barricades in the Miami Design
District and the costs paid from the unused portion of funds
remaining in these two accounts.

WHEREAS, at the May 19, 1988 City Commission Meeting,
Resolution No. 88-480 was passed authorizing the Department of
Public Works to restrict vehicular access to Inagua Avenue,
Swason Avenue, Trapp Avenue and Lincoln Avenue at the
northeasterly side -of their intersection with Aviation Avenue and
Inagua Avenue, Trapp Avenue and Lincoln Avenue at the easterly

side of their intersection with S.N. 27 Avenue by installing and
maintaining temporary barricades for a nilnety (90) day trial
period; and

WHEREAS, the discussion leading up to the passage of
Resolution No. 88-480 was decidedly in support of the property
owners paying for the installation of these barricades, and
WHEREAS, after three nonths of attemptiing to raise funds for
the temporary barricades, the affected property oriners remain far
from securing the funding necessa " to pur�hase the barricades;
