HomeMy WebLinkAboutO-10567S-89-344 4/5/89 ORDINANCE NO. !J!Sf; i AN EMERGENCY ORDINANCE ESTABLISHING TWO NEW SPECIAL REVENUE FUNDS ENTITLED: "SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM, FY'89/ JTPA II-B" AND "DHRS/ENTRANT ASSISTANCE, FY po 1 8911; APPROPRIATING FUNDS FOR THE OPERATION �- OF EACH IN THE RESPECTIVE AMOUNTS OF $895,432 AND $31,200, FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARDS FROM THE SOUTH FLORIDA CM EMPLOYMENT AND TRAINING CONSORTIUM AND TO NEGOTIATE THE NECESSARY CONTRACT(S) AND/OR CD AGREEMENT(S) FOR THE ACCEPTANCE OF THE GRANTS; CONTAINING A REPEALER PROVISION AND A E SEVERABILITY CLAUSE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM, FY`89/ JTPA II-B RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM APPROPRIATION: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM, FY'89/JTPA II-B FUND TITLE: DHRS/ENTRANT ASSISTANCE, FY 189 RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM APPROPRIATION: DHRS/ENTRANT ASSISTANCE, FY189 $895,432 $895,432 $ 31,200 $ 31,200 Section 2. These appropriations are contingent upon funding allocations from the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 3. The City Manager is hereby authorized to accept the grants as set forth in the preamble of this ordinance and negotiate the necessary contract (s) to implement these grants. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. There shall be 50 youths assigned hereunder to the General Services Administration Department and 280 youths assigned to the Parks, Recreation and Public Facilities Department. A'05(;11 Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 7. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Od Assistance Program City Manage ENCLOSURES: City Commission Agenda April 13, 1989 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached emergency ordinance which establishes two (2) new Special Revenue Funds entitled "Summer Youth Employment and Training Program FY'89/JTPA IIB" and "DHRS/Entrant Assistance, FY'89", in the respective amounts of $895,432 and $31,200 from the United States Department of Labor through the South Florida Employment and Training Consortium. The ordinance further authorizes the City Manager to accept the grant awards and to enter into the necessary contract(s) and/or agreement(s) with the South Florida Employment and Training Consortium (SFETC). BACKGROUND: The Department of Community Development has been notified by the South Florida Employment and Training Consortium (SFETC) that the City of Miami has been awarded $895,432 for the FY'89 Summer Youth Employment and Training Program (SYETP). The program will operate from April 1, 1989 through September 30, 1989. Furthermore, the City has been awarded $31,200 to place economically disadvantaged entrants and refugees in jobs with local employers who agree to provide on-the-job training (OJT) for a period of two (2) to six (6) weeks. This program is effective February 13, 1989 to September 30, 1989. Summer Youth Employment and Training Program The City of Miami has operated a Summer Youth Employment and Training Program since 1976. Last year a grant of $906,840 awarded to the City enabled 799 youth between the ages of 14-21 to receive meaningful work experience during the summer months. The City selected two (2) subcontractors, Belafonte Tacolcy Center, Inc. and Youth Co -Op, Inc. to assist in enrolling and placing the FY 1988 SYETP participants. ILU 6 7 3 C -1 The Honorable Mayor and Members of the City Commission Page two Summer Youth Employment and Training Program - Continued Both agencies had drop -out prevention slots and work experience slots. Belafonte Tacolcy Center, Inc. was mainly responsible for the Drop -Out Prevention Component for in -school youth identified as such. This design provided summer work experience and a guaranteed slot in future summer programs as a reward for improvement in attendance, behavior and/or scholastic work to 540 youth. Youth Co -Op, Inc. was mainly responsible for the traditional Work Experience Component of the City's SYETP, which identified in -school youth at Miami Senior High School and out - of -school youth. A total of 259 youth were served by this design. To be considered eligible for SYETP funding, the City of Miami was requested to submit a letter of intent by February 21, 1989. Funding was awarded on March 28, 1989. The Department of Community Development has recommended that the City continue subcontracting the dropout prevention portion of the SYETP. As a companion to this emergency ordinance, a proposed resolution allocating $138,600 to Belafonte Tacolcy Center, Inc. is included on this agenda. DHRS/Entrant Assistance The City'of Miami's DHRS/Entrant Assistance Program is funded at 25% of last year's allocation due to funding reductions by the State of Florida. In FY'88, the City of Miami placed 75 entrants/refugees in OJT positions. Of these, fifty-six (56) completed their training and remained on the jobs for five (5) days and forty-eight (48) remained in their jobs for thirty (30) days after their training period. The proposed emergency ordinance establishes the aforementioned two (2) Special Revenue Funds to appropriate the $895,432 and $31,200 respective allocations from the South Florida Employment and Training Consortium. It further authorizes the City Manager to accept the grant awards and enter into the necessary contract(s) and/or agreement(s) with the SFETC. The legislation is presented as an emergency ordinance to continue these services to City residents without interruption at the beginning of the new contract term.
