Home My WebLink AboutR-89-0454t •:k cwTt RESOLUTION NO.9-45 A RESOLUTION APPROVING CREATION OF A SPECIAL TAXING DISTRICT FOR THE BELLE UWE AREA, EXCLUSIVE OF BELLE MEADE ISLAND, LOCATED IN THE CITY OF �MIAMI IN ORDER TO PROVIDE SECURITY SERVICE, SAID SECURITY SERVICE TO INCLUDE A TWENTY-FOUR HOUR GUARD SERVICE AND THE CONSTRUCTION AND MAINTENANCE OF A CONCRETE BLOCS STRUCTURE GUARDHOUSE, AT NO COST TO THE CITY, WITHIN THE PUBLIC RIGHT-OF- WAY AT THE ENTRANCE OF THE DISTRICT ON NORTHEAST 78TH STREET, EAST OF NORTHEAST 8TH COURT, TO BE LOCATED IN THE SWALE AREA AND NOT IN THE ROADWAY PORTION OF THE RIGHT-OF- WAY. WHEREAS, the oitizens of Miami who reside in the Belle Meade area of the City have petitioned Dade County under Chapter 18 of the Metropolitan Dade County Code to oreate a speoial taxing distriot for speoial guard proteotion of the area whioh is looated in said proposed distriot; and WHEREAS, a letter from Dade County Publio Works Department, dated Maroh 20, 1989, has been submitted whioh oonfirmed the faot that the required number of resident property owners of property within the boundaries of an originally proposed speoial taxing distriot had signed said petition; and WHEREAS, residents of Belle Meade request the approval of the Miami City Commission to have a referendum of the residents = of said distriot authorized and oonduoted by Dade County at no expense to the City of Miami, to determine whether the herein proposed speoial taxing distriot should be oreated; and WHEREAS, this'Resolution of the City of Miami Commission is required by Dade County prior to its authorizing and oonduoting a referendum by the residents of Belle Meade; and WHEREAS, the residents of Belle Meade request the approval of the Miami City Commission for the oonstruotion of a oonorete r 7�t blook struoture guardhouse, at no post to the City, within the _ publio right-of-way at the entranoe of the distriot on NortheOot Av�J{ 41 41 78th Street,' east of Northeast 8th Court to be looated im the Amended j. •Ely i A ii i e • . n.7a's fty f`tl' ".��"'ttiyv✓- ' a' a l � .t t��p q L ' ,•`�-,. _ i - • ,,,iy14.F?�qj3 F i�� sx'G'S,�-jf 1 - S2-` sEy i�„S NOW, & y avalb area► and not in the roadway portion of the right-o#�ad�; md WHEREAS, suoh guardhouse will allow 0e0urity personnel -to monitor ineomiug traffio with no interfereaoe whatever 'Vith the flow of local traffio oontrol; and WHEREAS, Chapter 64 of the Code of the City of Miaai j; presently forbids the oonstruotion of such structure within the public right-of-way; and WHEREAS, Chapter 64 of the Code of the City of Miami will have to be amended to allow a oonorete block structure guardhouse within the public right-of-way, which amendment is presently in the process of being considered; and WHEREAS, a Resolution of the City of Miami Commission is required by Dade County prior to its vommenoement of the preliminary engineering work neoessary to obtain data for the formal report to the Dade County Commission requesting the oreatioa of the "Belle MeadeSeourity Guard Speoial Teeing District"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: -- Seotion 1. The reoitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference } thereto and incorporated herein as if fully set forth in this Seotion. ` Seotion 2. We have been very active in civic organizations and we feel that a guardhouse in our particular neighborhood of Belle Meade on N.E. 76th Street would not benefit our community. Our neighborhood consists of more than just Belle Meade. North- east Miami has a new found sense of pride and team spirit and we should all work together to improve our entire area. We are not speaking against the guardhouse for Belle Meade Island because they have worked hard to reach their goal.- Belle Meade. Island is a very unique case in that they are.an area ofonly 50_homes .surrounded by,water.
