A RESOLUTION, WITH ATTACHMENTS, AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AMENDMENT TO
THE 1-988-4489* CONTRACT AGREEMENT BETWEEN THE
CITY OF MIAMI AND THE ALLAPATTAH BUSINESS
DEVELOPMENT AUTHORITY, INC. FOR ADDITIONAL
ALLOCATION OF $25,000 APPROVED BY MOTION
NO. 88-372 ON APRIL 28, 1988, SAID MOTION
STATING THAT THE CITY MANAGER WAS DIRECTED TO
ALLOCATE THE FIRST $25,000 FROM THE REMAINING
CARRY OVER BALANCE OF THIRTEENTH (13TH) YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO
ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY,
INC., UPON THE CITY COMMISSION RECEIVING AND
APPROVING THE TOTAL BREAKDOWN OF THE PROPOSED
PROGRAM, FOR THE PURPOSE OF CONTINUING TO
IMPLEMENT NEIGHBORHOOD ECONOMIC DEVELOPMENT
PROGRAMS IN THE ALLAPATTAH BUSINESS
COMMUNITY.
WHEREAS, the City of Miami is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the promotion of economic revitalization in the
neighborhoods of the City of Miami is an important part of the
City's economic development strategy; and
WHEREAS, the City Commission passed Motion No. 88-372 on
April 28, 1988, directing the City Manager to allocate $25,000 to
Allapattah Business Development Authority, Inc. for the purpose
of expanding its economic development programs; and
WHEREAS, these funds are to be allocated from the Thirteenth
(13th) Year Community Development Block Grant funds not to exceed
the amount of $25,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
execute an amendment to the i460-14%V)k contract agreement between
the City of Miami and Allapattah Business Development Authority,
Inc. for the amount of $25,000 as specified for the purpose 'of
continuing to implement neighborhood economic development
programs with funds therefor hereby allocated from the Thirteenth
(13th) Year Community Development Block Grant
fund.

MOMENT TO EXPAND PRESENT WORK PROGRAM

PROJECTS I & II: One emloyee to work exclusively on the Commercial Facade
Treatment Program. The program calls for staff member to
consentrate total efford on helping Allapattah to revi-
talize it's existing commercial corridors. The purpose of
the program is to improve the visual image of our commercial
corridors to intice more business into our area and to get
our community to shop within it self by creating more ,jobs
within the community thru self assistance.
This person will also identify the blighted structures along
our N.W. 36th Street corridor. The purpose of this is to
identify the dangerous and hazardous structures that need
demolushing to make way for new Commercial revitalization.
Also identify structures that may be rehabilitated for ligh
industry or warehouse storage. This will also improve the
economic condition of our target area. These building will
be placed on the video along with the vacant land to help
market our commercial usage.
PROJECT III: Second emloyee to work exclusively on our Strip Mall Shop-
ping Center along N.W. 17th Avenue and 37th Street. This
Mall Shopping Center will service low/moderate income people
in the target area. The name is Raphael Plaza. This employee
will cordinate all the efford that are presently dispursed.
Such thing as tennant solicitation and screenig will be handle
by 2nd employee. Also will check credentials and will help
them in any area they may need to insure a smooth installment.into
the plaza. Also will gather any additional information
on the plaza.

The Budget for the $25,000.00 is attached with an explanation
for each line item.
BACKGROUND INFORMATION: Allapattah has had several inquires from varius sources
in and out side of the United State. But we have not been able to respond very
favorably because we have not had the information for the marketing tools to
promote ourselves effectively. We also could not put forward a very professional

package without having the neccesary equipment to produce such. This $25,000.'00

will allow us to take advantage of the inquiries and improve our economic condi
tions within the community. I have a television and film background. This will
allow us to produce our video at well below of what it would cost to hire a pro
�
fessional to make one. The other equipment allow us the movility to be present
ourselves to those that can benefit our community. This equipment also gives_
us the capacity to capture our before and after to show the economic benefit we..
are producing in the community.
