A RESOLUTION ACCEPTING THE BIDS OF MERCY
OUTPATIENT CENTER, INC., AT A PROPOSED FIRST ;

WHEREAS, pursuant to public notice, sealed bids were =
received March 22, 1989 for the furnishing of annual physical
examinations of Firefighters and Police Officers and medical

WHEREAS, invitations were mailed to 21 potential suppliers
and five bids were received; and;
WHEREAS, funds for these services are available from the g

WHEREAS, Section2-268 of the Charter and Code of the City
■
of Miami mandates the Department of Personnel Management to
establish and maintain medical services which shall include a
medical examination of employees and prospective employees; and

WHEREAS, agreements between the City of Miami and the —

Fraternal Order of Police (FOP) and the International Association
of Firefighters (IAFF) bargaining units allow for a scheduled

WHEREAS, the CityManager and the Assistant City Manager for

the Department of Personnel Management recommend that the bids
received from Mercy Outpatient Center, Inc., and Cedars Medical

Center, Inc., be accepted as the lowest responsible and
responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The March 22, 1989 bids of Mercy Outpatient
Center, Inc., for the furnishing of annual physical examinations
to Firefighters and Police Officer at a proposed first year cost
of $142,623.00 and Cedars Medical Center, Inc., for the
first
furnishing of medical assessments at a proposed year cost
of $99,705.00 for a total proposed first year cost of $242,328.00 3

RECOMMENDATION:
It is recommended that the City Commission adopt a resolution
awarding Bid No. 88-89-0841 Part I, to Mercy Outpatient Center, {
Inc., for the furnishing of Annual Physical Examinations to
F Police Officers and Fire Fighters at a first year cost of
$142,623.00 and Part II to Cedars Medical Center,' Inc., for the
furnishing of Medical Assessments of prospective and current City.
employees at a first -year cost of $99,705.00 for a total proposed
first -year cost of $2429328.00. `}

BACKGROUND:
Section 2-268 of the Charter and Code of the. City of Miami man
dates the Department of Personnel Management to establish and
maintain medical services which shall include a medical examina-
tion of employees and prospective employees. Additionally,
agreements between the City of Miami and the Fraternal Order' of
Police (FOP) and the International Association of Fire Fighters
(IAFF) bargaining units allow for a scheduled physical examina-
tion program. To fulfill these requirements, sealed bids 'were
received March 229 1989.
Based on an evaluation of the three (3) responses to Part I,of
the,bid (annual physical examinations for Police and Fire) by the
Departments of. Personnel Management, Fire, Rescue and' Inspectionf}�

Bid Specification Evaluation
A. Screen Medical Diagnostic, Inc. - Minority Vendor, low bidder.
An inspection of the low bidders' facility was conducted on i
March 31, 1989 by the following individuals:

A follow-up inspection was conducted on April 6, 1989, by
Renee S. Jones and Lt. P.J. Mount. —
It was the consensus of the entire group that the low bidder
be eliminated based on the following:
1. Staffing
Only one (1) physician to examine approximately 35 -
employees per day.
Insufficient staff for administration of Cardiac
Stress Testing.
Did not submit educational credentials of all staff
as requested twice.
2. Facility Size
Only two (2) examination rooms available `to handle
City employees plus private patients.a-
Insufficient space for collection of drug testing
samples.
Very small reception area which could only
accommodate approximately 20 individuals.
Insufficient parking.spaces (approximately 12).
3. Equipment
Vision and Audiological Equipment not.available for
inspection. Bidder indicated he would purchase
equipment if awarded bid. Would need to do some .
remodeling and/or rearranging of office space tQ ,A
