HomeMy WebLinkAboutO-10587• ... � .day r i t � .:.}� .,. 1.]4 1 5/2/89 J-89-299 ORDINANCE NO. t () .5 R 1- AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10521, ADOPTED NOVEMBER 17, 1988, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY INCREASING APPROPRIATIONS TO THE PROJECT ENTITLED "COCONUT GROVE EXHIBITION CENTER - RENOVATION & EXPANSION", PROJECT NO. 415002, IN THE AMOUNT OF $300,000, FROM THE CONTRIBUTION FROM MIAMI SPORTS AND EXHIBITION AUTHORITY; AND BY IDENTIFYING THE CITY'S $2,000,000 CONTRIBUTION; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10521 on November 17, 1988, establishing appropriations for the implementation of Capital Improvements in the City of Miami; and WHEREAS, this Program was adopted by the City Commission by Resolution No. 88-968 on October 27, 1988'; and WHEREAS, said Ordinance No. 10521 established appropriations for Capital Improvements Projects No. 415002, "Coconut Grove Exhibition Center - Renovation & Expansion"; and WHEREAS, the present air conditioning system in the Coconut Grove Exhibition Center is in a severely deteriorated condition requiring replacement to bring it up to proper standards and optimum design capacity requirements, and substantial savings can be realized by replacing it with a more energy efficient system; and WHEREAS, immediate replacement of this air conditioning system will allow the City to more effectively utilize current operating allocations to the Coconut Grove Exhibition Center, and to substantially reduce electric consumption; and WHEREAS, the present structure has not been painted in over twelve (12) years; and I.0.5 917 WHEREAS, it is essential that all work be done in a timely manner in order to have it completed in time for the American Society of Travel Agents (A.S.T.A.) World Congress scheduled for October 18 through 29, 1989; and WHEREAS, the schedule has been substantially reduced and can accommodate these proposed added improvements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10521, adopted November 17, 1988, as amended, is hereby amended in the following particulars: 1/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1988-89. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use of functional category within said areas as follows: Total Appropriations ( $ X 000) V. All Ordinances or parts of ordinances insofar as they are inconsistent or in conflict with provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to generally carry out the functions and duties of municipal affairs. Section 5. The requirements of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 6. O d i REFERENCES: City Manager ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached emergency ordinance amending the Capital Appropriations Ordinance No. 10521, increasing appropriations for "Coconut Grove Exhibition Center - Renovation & Expansion", Project No. 415002, in the amount of $300,000 from the Contribution from Miami Sports and Exhibition Authority. BACKGROUND The Departments of Public Works and of Conferences and Conventions have determined that there exists an emergency need to increase appropriations for the project entitled "Coconut Grove Exhibition Center - Renovation & Expansion". Informal bids will be requested, at a cost not to exceed $300,000. There is an immediate need to replace the existing air conditioning system at the auditorium. The original equipment installed is in a severely deteriorated condition, requiring replacement to bring it up to proper standards and optimum design capacity requirements prior to the opening of the American Society of Travel Agents (A.S.T.A.) World Congress, scheduled for October 18 through 29, 1989. A.S.T.A. is a 20,000 member organization whose impressions will impact most significantly on the City's economy.. The life expectancy of the units has already been exceeded, and a newer, more energy efficient system will result in lower utility costs. Consequently, immediate replacement of the air conditioning system will allow the City to more effectively utilize current operating allocations to the. coconut Grove Exhibition Center, and to substantially reduce energy consumption. Additionally, the present structure has not been repainted since its last renovation, over 12 years ago. It is important to make the existing building compatible with the new structure being built. The auditorium schedule has been substantially reduced and can accommodate these new improvements. This amendment is being presented so that the project can proceed without interruption.
