AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 10521, AS AMENDED, ADOPTED NOVEMBER 17,
1988, THE CAPITAL IMPROVEMENTS APPROPRIATIONS
ORDINANCE, BY ESTABLISHING A NEW PROJECT
ENTITLED "HADLEY PARK - POOL REPLACEMENT"
PROJECT NO. 331349 IN THE AMOUNT OF
$2,100,000; APPROPRIATING FUNDS IN SAID
AMOUNT FOR SAID PROJECT FROM PROPOSED
ISSUANCE OF CITY OF MIAMI, FLORIDA GUARANTEED
ENTITLEMENT REVENUE BONDS, SERIES 1989;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10521 on
November 17, 1988, appropriating funds for Capital Improvement
projects; and
WHEREAS, the City Commission, upon the recommendation of the
City Manager and Director of the Department of Parks, Recreation
and Public Facilities has identified the need for an additional
project entitled "Hadley Park - Pool Replacement" in order to
provide safe and adequate recreational facilities to residents of
the City; and
WHEREAS, the total project will include demolition of the
existing pool, construction of a new 50-meter pool, locker rooms,
restrooms, and showers and installation of site amenities and
equipment; and
WHEREAS, the City Commission, by Motion No. 89-41, adopted
January 12, 1989, directed that said project be made priority of
projects to be funded from the herein proposed debt instruments;
and
WHEREAS, funds in the amount of $2,100,000 will be available
upon issuance of said instruments for said project;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. Section 1 of Ordinance 10521, adopted
November 17, 1988, as amended, is hereby further amended in the
following particulars: 1/
"Section 1. The herein appropriations are hereby
made for implementation of all municipal capital
improvements of the City of Miami, including new
capital improvement projects scheduled to begin during
fiscal year 1988-89. The herein appropriations which
are hereby designated by reference to descriptive
project title and number also include appropriations
for previously approved scheduled projects as well as
reappropriations of prior fund appropriations. The
source of revenues to support the herein appropriations
is hereby identified by fund and project with the
project appropriations and revenues therefor being set
forth for seven program (I-VII) areas based upon use or
functional category within said areas, as follows:

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.

for the Hadley Pool Project

RECOMMENDATION. -
It is respectfully recommended that the City Commission adopt the
attached Ordinance to amend the Capital Improvement Program
Ordinance (No. 10521) by establishing a new project entitled
"Hadley Park - Pool Replacement" and appropriating funds in the
amount of $2,100,000 from the proposed issuance of City of Miami
Guaranteed Entitlement Revenue Bonds, Series 1989.
BACKGROUND:
The Department of Parks, Recreation and Public Facilities has
prepared the attached legislation to formally establish and
appropriate funds for the development of a new pool at Hadley
Park. The Project was given initial approval by Commission
Motion No. 88-41, adopted January 12, 1989, which directed the
City Manager to give priority to the replacement of this facility
in Hadley Park.
Over the years, age, heavy use and vandalism have created the
need for extensive repairs and rehabilitation at this pool.
After the failure of the 1984 parks bond issue, the
administration has had funds only for the installation of
security fence and safety -related repairs. Despite community
support for comprehensive rehabilitation of the pool, only
$367,000 was designated under the $8.3 million Citywide
Neighborhood Park Renovations Project (CWNPRP) for Hadley Park,
which was to be used for a new restroom building, an irrigaton
system, drinking fountains, and equipment modifications (piping
and filter system) for the existing pool.
With the approval of the attached Ordinance and the new funding
source, $2.1 million will be available for the pool replacement
project, which will include demolition of the old pool,
construction of a heated and handicapped -accessible 50-meter pool
with bleachers, bathhouse, locker room, office and all
furnishings and equipment. To facilitate completion of the
project, we plan to utilize the design plan which was originated
for Jose Marti Park and also used for Range Park pool. This plan
will be given minor adjustments for the site specific problems
and location needs of Hadley Park.
