AN ORDINANCE AMENDING SECTION 1 OF
ORDINANCE 10455, ADOPTED JULY 14, 1988,
BY INCREASING THE APPROPRIATION TO THE
SPECIAL REVENUZ FUND ENTITLED "JTPA TITLE
I/OLDER WORKER (FY'89)" BY $600, THEREBY
INCREASING THE APPROPRIATION FOR SAID
SPECIAL REVENUE FUND TO $21,100; ALSO
INCREASING THE APPROPRIATION TO THE
SPECIAL REVENUE FUND ENTITLED "JTPA TITLE
IIA/NEIGHBORHOODS JOBS PROGRAM (FY'89)"
BY $51,617, THEREBY INCREASING THE
APPROPRIATION FOR SAID SPECIAL REVENUE
FUND TO $543,457 FOR THE OPERATION OF THE
NEIGHBORHOODS JOBS PROGRAM.

WHEREAS, the City Commission adopted Ordinance No. 10455 at
the July 14, 1988 City Commission meeting, which appropriated
$20,500 to a Special Revenue Fund entitled the "JTPA Title
I/Older Worker (FY'88)" and $491,840 to a Special Revenue Fund
entitled the "Neighborhoods Jobs Program (FY'88)" for the
operation of the Neighborhoods Jobs Program; and
WHEREAS, the South Florida Employment and Training
Consortium increased the allocation to the Older Worker Program
by $600, from $20,500 to $21,100, to provide transportation
passes for participants; and
WHEREAS, the South Florida Employment and Training
Consortium increased the allocation to the Neighborhoods Jobs
Program by $51,617, from $491,840 to $543,457, of which $438,700
is to place 214 persons from the general population, $58,250 is
to place 25 Project Independence participants, $29,030 is to
place 13 ex -offenders, and $17,477 is an incentive award to the
City;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10455, adopted July
14, 1989, is hereby amended in the following particulars:l/

It is respectfully recommended that the City Commission adopt the
attached ordinance which amends Section 1 of Ordinance No. 10455 by
appropriating an•additional $600 to the special fund entitled "JTPA
Title I/Older Worker (FY'89) and $51,617 to the Special Revenue
Fund entitled "JTPA Title IIA/Neighborhoods Jobs Program (FY'89)",
thereby increasing said funds to $21,100 and to $543,457
respectively.
BACKGROUND:
The Department of Community Development has been advised that the
City of Miami has been awarded an additional $600 for the operation
of the "JTPA Title I/Older Worker Program" and $51,617 for the
operation of the "JTPA Title IIA/Neighborhoods Jobs Program (FY'89)
by the South Florida Employment and Training Consortium (SFETC).
The JTPA/Older Worker Program is a component of the Neighborhoods
Jobs Program targeting adults 55 years of age and over. The
Neighborhoods Jobs Program operates under a performance -based
contract with the SFETC to place economically disadvantaged persons
in jobs with local employers who agree to provide On -the -Job
Training (OJT) for a period of four to eight weeks. Employers are
reimbursed 40% of the OJT wages paid to program participants, based
on their agreement to retain employees who successfully complete
the OJT in unsubsidized positions.
In the first phase of funding for the period July 1, 1988 through
June 30, 1989, the City received $20,500 from Title I of the Job
Training Partnership Act to place ten (10) older workers aged 55 or
older in permanent jobs.
The Title I/Older Worker Program has been increased by $600, from
$20,500 to $21,100, to provide program participants with
transportation passes upon placement.

Under Title IIA, the City received $348,500 to place a total of 232
persons from the general population, ex -offenders and Project
Independence participants (Aid to Families with Dependent Children
(AFDC) recipients).
The Title IIA Program has been increased by $123,457, from $491,840
to $543,457, which will increase the total number of persons who can
be served to 252. Of this total, $438,700 is to place 214 persons
from the general population, $58,250 is to place 25 Project
Independence participants, and $29,030 is to place 13 ex -offenders.
The remaining $17,477 is an incentive award, which was made based on
the success of the City Program during the previous funding year
(FY'88) in placing clients categorized as "hard to serve" (i.e.,
dropouts, Blacks, ex -offenders, AFDC recipients, migrant and farm
workers, older workers, disabled and displaced homemakers) and also
placing participants in jobs which pay more than $5.00 per hour
during FY'88.
Since the additional awards exceed the amounts originally
appropriated by $600 and $51,617 respectively, it is necessary to
increase the appropriations accordingly.
The proposed ordinance amends Section 1 of Ordinance No. 10455 by
increasing the Special Revenue Fund entitled "JTPA Title I/Older
Worker (FY'89) by $600, thereby increasing the appropriation for said
Special Revenue Fund to $21,100 and also increasing the Special
Revenue Fund entitled "JTPA Title IIA/Neighborhoods Jobs Program
(FY'89) by $51,617, thereby increasing the appropriation for said
Special Revenue Fund to $543,457.
