ORDINANCE NO. 1,055941, AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10521, AS AMENDED, ADOPTED NOVEMBER 17, 1988, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, BY ESTABLISHING A NEW PROJECT, ENTITLED "PRELIMINARY SPECIAL OBLIGATION BOND EXPENSE FY18911, PROJECT NO. 311013 IN THE AMOUNT OF $140,000; APPROPRIATING FUNDS IN SAID AMOUNT FOR SAID PROJECT FROM BOND PROCEEDS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, The City Commission adopted Ordinance No. 10521 on November 17, 1988, appropriating funds for Capital Improvement Projects; and WHEREAS, preliminary special obligation bond expenses for Fiscal Year 1989 are estimated as approximately $140,000; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10521, adopted November 17, 1988, as amended, is hereby further amended in the following particulars:) "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1988-89. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows: 1 Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. Odi REFERENCES: City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached ordinance establishing the capital project entitled "Preliminary Special Obligation Expenses - 1989", and appropriating funds therefor in the amount of $140,000 from proceeds of the 1989 sale of Special Obligation Bonds. BACKGROUND: The Department of Finance recommends the attached ordinance be adopted appropriating funds for a new capital project entitled Preliminary Special Obligation Bond Expenses - 1989. This ordinance is proposed in anticipation of a special obligation bond sale during 1989. Estimated expenses listed below will be paid out of bond proceeds: Bond Counsel fees and expenses $ 27,500 Financial Advisor fees and expenses 27,500 Bond printing expense 50000 Rating agencies fees 15,000 Auditors fees 59000 Newspaper ads 8,000 Official statement printing expense 259000 Finance & Legal Departments charges 209000 Contingency 7,000 Total $140,000 Attachment: Proposed Ordinance l; Y
