AN ORDINANCE AMENDING SECTION 3 AND 5 OF
ORDINANCE NO. 10484, ADOPTED SEPTEMBER 27,
1988, THE ANNUAL APPROPRIATIONS ORDINANCE FOR
THE FISCAL YEAR ENDING SEPTEMBER 30, 1989, BY
INCREASING THE APPROPRIATIONS IN THE INTERNAL
SERVICE FUND: GENERAL SERVICES
ADMINISTRATION; FLEET MANAGEMENT BY
$3,900,280, INCREASING REVENUES IN THE SAME
AMOUNT CONSISTING OF $927,000 FROM
CERTIFICATE OF PARTICIPATION NOTES AND
$2,973,280 FROM UTILITY SERVICE TAXES,
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, on August 27, 1986, the City sold $16, 175,000 of
Certificates of Participation (COP) notes to finance the
acquisition of automobiles, light trucks, motorcycles, and other
equipment specified in the offering circular, to comply with the
City Commission's stated policy to improve the safety of the
City's motor pool fleet, especially police patrol vehicles; and
WHEREAS, a sum of $2,973,280 has been allocated in the
Utility Service Tax Special Revenue Fund to pay for the
principal and interest components, for FY189 of the COP Notes;
and
WHEREAS, the Department of Finance has indicated that said
payments shall be made from the Fleet Management Division; and
WHEREAS, an additional $927,000 is needed from unused COP
note balances to purchase replacement vehicles and equipment in
FY189 that the City Commission has already approved;
NOW, THEREFORE , BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 3, and 5, of the ordinance no. 10484,
adopted September 27, 1988, the Annual Appropriations Ordinance
for Fiscal Year ending September 30, 1989, is hereby amended in
the following particulars: 1 /

"Section 3. The following activities,
which are carried on for the service and
convenience of other funds, shall be
operated by the City Manager within the
limits of the appropriations provided in
the foregoing departments, boards,
offices, and accounts of the City of
Miami and other revenues or receipts
which may be received:

j Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.

It is respectfully recommended that the City Commission adopt the
attached ordinance appropriating $3,900,280 to the General
Services Administration (GSA) Budget to cover FY'89 principal and
interest charges of $2,973,280 on certificate of Participation
(COP) notes and providing an additional $927,000 in COP note
balances to purchase replacement vehicles and equipment in FY189.
Background:
The Department of Budget at the request of the Finance Department
prepared the attached ordinance to comply with generally accepted
accounting principals and standards. on August 27, 1986, the city
of Miami sold $16,175,000 of Certificate of Participation (cop)
notes to acquire automobiles, light trucks, motorcycles, and
other equipment. The liability for paying the principal and
Interest costs on these notes has been recorded in GSA. The
resources to pay the interest and principal is already part of
the utility Service Tax Special Revenue Fund and is budgeted
there as a transfer to GSA. This ordinance will simply allow the
transfer of $2,973,280 to GSA so that principal and interest
charges can be posted to GSA.
The $927,000 represents unused COP note balances needed to
purchase vehicles and equipment already approved by the city
commission,
