Public Comment
Adding a boat ramp near/in/close to the basin
means adding a steady stream of watercraft from
other areas of town to what should remain a low -
traffic body of water. This basin serves our
community as a safe, quiet harbor for sail boats
and as a training venue for hundreds of athletes.
Adding motorized boat traffic via a new ramp
greatly increases potential for accidents and, along
with that, the need for additional police
monitoring. The passive nature of the basin ought
to be respected and preserved as it is - a quiet,
safe, and unique city treasure. We don't need to
invite more boats into this area by adding a new
ramp.
As a parent of a MAST student and a paddler I
would strongly object to any action that increases
boat and other motorized activity in the basin. I
know my son has had dangerous encounters with
jet skis while in the water for school activities and
there are few enough places for protected rowing
and paddling Without degrading this one.
As a parent of a child that regularly attends rowing
practice in the basin and as an amateur athlete
that regularly practices in the basin, I am against
the building of another boat ramp in the basin. We
already have to deal with speeding jetskis and
other recreational motorized water vehicles that
are extremely hazardous and potentially life
threatening as there is NO vigilance on the part of
marine patrol for the safety of children and other
citizens.
As a parent of a youth rower, I'm very concerned
about the safety of the kids, specially my daughter
who practice rowing in the Marine Stadium basin.
The City of Miami have not been able to enforce
the no wake zone and there's been a few recent
deadly accidents in the basin and kids safety has
been jeopardize during practice hours, I can't even

ramp will be in effect.
Dear Commissioners, As a long time Key Biscayne
resident I am alarmed at the idea of a boat ramp at
Miami Marine Stadium. There have been several
life -threatening accidents and two deaths already
in that basin. That basin is supposed to be and
should be a no motorized vessel safe space for
non -motorized water activities. There are children
rowing, the SOS paddlers and many others that
search out the last place on the bay that was safe
to do these activities. The marine patrol simply do
not have the man power to secure that basin as it
is, a boat ramp is simply an irresponsible addition
to the already dangerous situation.
February 22, 2023 I am fervently opposed to
building a boat ramp at the Marine Stadium basin.
My son has been rowing at the Miami Rowing Club
at the basin for the past seven years and has
witnessed numerous accidents. We have seen
three deaths in the last two and a half years in and
around the basin due to power boats and personal
watercraft. The basin is a geographically enclosed
tight space measuring no more than 6,00 by 1,200
ft., more than half of it crowded with anchored
vessels. There is no room for additional motorized
vessels to safely utilize this limited space. As a
physician, I can testify that there currently exists a
very credible daily threat to life and property as a
result of outright aggressively reckless operation of
personal watercraft and powerboats in the basin.
Despite the new "Minimum Wake" signage, this
past Tuesday, February 21, 2023, at 1:30 PM there
were two personal watercraft zipping donuts
around each other, just feet away from the
concrete stadium structure where someone lost
his life on August 29, 2020. Less than four hours
later a 25-foot center -console vessel, with several
drunk adults and a minor, approached numerous
rowers at a high velocity, putting everyone,
including middle school children, at risk. They
circled the basin and, due to their level of
intoxication, ran aground on the beach next to the
rowing club. They later tried to elude Marine Patrol
but were eventually caught. Moreover, the
potential for even more traffic accidents at the
Rickenbacker Causeway is inevitable. An overpass
in the southbound entrance into the Marine
Stadium would have to be built before safely
allowing the expected increase in traffic. A week
ago, a young rower almost lost his life while
crossing the northbound traffic into the Stadium

parking lot when struck on the passenger's side in
a triple rollover accident. If anything should be
considered, it should be building a second station
for the Marine Patrol to monitor and control the
daily violations of the law and ensure the safety of
everyone in the basin. Without a police station in
the basin, it would be sheer incompetence of all
decision makers to proceed with building a boat
ramp in this tight and congested body of water.
Biscayne Bay is over 30 miles long and well over
300 square miles in size. There is plenty of room

Good Morning as a resident of 52 NW 39th Street
for over 50 years, I am expressing my concerns for
the rezoning that will occur in my community if this
ordinance is approved. The zoning changes could
set a presidence and change the complexion of my
community into a commerical driven area instead
of a single family community. My neighbors and I
have a family community where we look after each
other. I understand that changes will occur and
every resident have to make a personal choice
which is good for their family. I would like clarity
on how these changes will effect my single family
community?
Greetings to all! To be transparent, this would
never be allowed in other single-family
neighborhoods like the South Grove, the Roads,
Coral Gate or Morningside. This single-family
neighborhood may not be as affluent as those, but
it deserves respect and protection. Please do so.
This is an awful proposal. Commissioner King,
please protect my neighborhood and vote this
down.
Hello and thank you for your time and attention. I
am 100% against a boat ramp as this would
inevitably cause harm and probably even deaths to
people using the basin for recreational purposes.
Especially to those using non motorized water
crafts. Anyone who has spent any time there has
seen how many people show absolutely no
common sense when operating a boat or
watercraft. Too many people out there that do not
know what they're doing and adding a ramp will
only make matters worse by giving more access to
the basin.
I am strongly against the installation of the boat
ramp. Adding said boat ramp at the basin will
degrade the safety profile of the area by bringing
excessive motor boats, threatening MAST students

who row there frequently, as well as recreational
rowers/paddlers that launch from the MRC into
the basin and bay. It will exacerbate the amount of
rigged boats turning across the Rickenbacker
Causeway at an intersection without a traffic light,
threatening commuters as well as bicyclists and
pedestrians.
I am writing to in regards to the dangers of building
a boat ramp within the basin. The area is used for
rowing, kayaking and paddleboarding. The basin
should not be used by motorized boats & vehicles
which are dangerous, as multiple deaths can
attest.
I belong to three non motorized clubs for paddling
at Miami Rowing Club . this is beautiful place for
students , to row as well as adults. Mast Academy
uses this basin also for their teams and kayak
classes. I am on 2 Dragon Boat Teams there and an
Outrigger team . A boat ramp would be dangerous
to everyone- it has already been inundated with ski
skis where major accidents and deaths have
occurred. I understand that the city needs more
boat ramps but this is not the place. I live on Miami
Beach and there is a great marina and ramp at
Watson Island which is never full. The traffic that a
boat ramp would cause is not insignificant for Key
Biscayne and the environmental impact would be
devastating.Please do not vote yes on this boat
ramp.
In addition to my two sons participating in rowing
through Miami Rowing Club, I am an avid
swimmer, paddle -boarder and watersports
enthusiast. I cringe at the thought of the
introduction of a boat ramp to the basin. The high
degree of reckless, dangerous conduct of the
existing power boaters and jet skis/bikes is
alarming. Introducing yet another conduit to
increase density would only promote more serious
accidents or even deaths. Secondary to the issue
of increased danger is one of peace and quiet.
Although exploiting the basin by turning it into an
overcrowded, busy, noisy locale may seem
attractive from a commercial standpoint, it will
ultimately have the opposite effect and diminish
value. There are benefits to having less traffic and
congestion (i.e., open spaces and calmer waters)
within a city.
My daughter is on a team of young children that
row with MRC. We enjoying our active part of The
community. It is their right to enjoy a safe and
recreational activity but are often bombarded by

rude and inconsiderate jet skiers who Intimidate
and harass the young girls and cause unsafe
conditions in the water. Please don't allow the
public ramp and push out our young community.

NO to the boat ramp. We agree access to the
water for our boating population is important; but
it must be both appropriate and safe. This location
is neither appropriate nor safe. NOT
APPROPRIATE: A public boat ramp, and the huge
trailer parking that must accompany it, does not
belong next to the historic Marine Stadium.
Funding has been set aside for an authentic and
safe restoration of this iconic property per the
wishes of the Miami public. A huge parking lot and
well documented chaotic boat ramp traffic is not
fitting for this iconic landmark. The fact there once
was a boat ramp (NO piers jutting out into the
basin) there to service the racing boats in the
1960-80's does not make it appropriate for today's
conditions. NOT SAFE ON THE WATER: Miami -
Dade has the most boating accidents in Florida. To
put more boat traffic in an already conjested area
with a record of accidents and deaths is unwise.
There have been 3 deaths within the basin in just 2
years. You think 3 deaths is not so much? We are
not talking about Biscayne Bay - we are talking
about just the basin area, small in comparision to
available navigable waters nearby. Fatal accidents
have occured because of the combination of
conjestion in a small area and reckless or untrained
boat operators. Adding fuel to this fire makes no
sense. Marine patrol officers who deal with the
hazardous conduct are against putting a boat ramp
by the Marine Stadium. NOT SAFE ON LAND:
While the Rickenbacker Causeway is under the
jurisdiction of the county and not the city, it still
must be noted that the increased traffic from the
trucks and trailers accessing the proposed boat
ramp will significantly decrease traffic safety.
Cyclist deaths and acdidents are well documented
on the Causeway; now there will be another
impediment. Trucks with trailers coming from the
mainland will have to turn left to get into the ramp
area to park. This will cause traffic backups and
road rage, particularly on the weekends. There
have been no traffic studies or remedies offered to
provide safety to motorists, cyclists, runner and
walkers on the well -used Causeway. Because the
residents of Key Biscayne will be negatively
impacted if the boat ramp is built, they are

proposed boat ramp is a DIS-SERVICE to so many
more: human powered vessels who use the basin
regularly, cyclists, friends of the Marine Stadium.

No. Unsafe for children
Please do not allow a 'party boat ramp' to be
installed where my grandson rows crew. It's
already unsafe enough, drunken parties on huge
boats that run right over scullers.
Please do not allow motorized vehicles in the
basin. Our children's safety is at risk as well as sea
life that have come to rely on that safe haven
Please for the safety of our children and our entire
community do not build the boat ramp by the
marine stadium. There have been many deaths,
accidents and very close calls to add to the perilous
conditions of the basin! Any person not on a
motorized water vessel is at risk. The
marine/patrol /coast guard are already at their
max trying to protect our community. Why tax
them even further putting everyone at risk! Please
do NOT allow the boat ramp!!!
Please say NO to public boat ramp at Old Marine
Stadium. It's presence would make the area
unsafe for rowers and other non motorized water
craft as well as put an added burden to the already
stressed traffic situation on the Rickenbacker
Causeway.
Representing all the kids and families who
participate in the crew program at Miami Rowing
Club. My family, my father , started the Club in the
80s... and both the program and the space have
evolved. The program is a meeting place and
practice ground for a club that represents miami in
state, regional and national events. Without basic
safety for the kids it is difficult to see how the
program will continie to remain both competitive
and appealing.
The basin is already filled of everyday dangers with
boats. Our police and FWC are already challenged
with their ability to enforce and patrol the area as

they have so much already on their plates. We face
weekly dangerous moments. Another person died
last month and just yesterday we had a boat
threatening the lives of our children. We caught it
all on video and Marine Patrol arrested the two
adults driving the boat. They almost hit two of our
coaches. This is the worst place ever to add a boat
ramp. This is the only place where City of Miami
residents can enjoy the water for non motorized
family activities. Jungle Island is a better area. Even
near the Port is a better area. There are areas in
the southern part of Miami too that are better. If
you add this boat ramp, more will die. And all of
this will have been documented to say that we all
didn't want this to go through.
The proposed ramp would increase the danger to
my son, a longtime rower at Miami Rowing Club
and to me, a frequent kayaker in the cut. We have
endured the current, unruly, aggressive (often
drunk tourist) traffic. We pick up their washed up
litter. They can drop in elsewhere. Keep the cut
clear and safe.
There are so many places, the ramp could be
places. Placing it next to MRC Rowing club where
kids are doing sport will put them in more danger.
Already Boats and Jets ski flying by them like crazy,
This is so dangerous for our kids. Please think of
our kids as your kids.
There has been no proper study done on the
impact of a boat ramp in the stadium area -
however, we have seen time and time again that
there would be disastrous results if one were to be
implemented. We will have casualties and more
incidents - particularly of our youth and those who
deserve a safe place to enjoy recreational non -
motorized sport. There are many other locations
for a boat ramp - let this one not be one.
We are strongly opposed to the boat ramp within
Marine Stadium. Our children row at Miami
Rowing club daily and already face unprecedented
dangers from motor craft in the area. Installing a
boat ramp would increase the danger in this area
exponentially. Not just on the water where there
have been several DEATHS!!! already. But also with
car traffic and bikers turning into the area. My
question is will it take children dying for you to
stop and consider your actions? Not to mention
the impact on the environment. I beg you to
preserve this unique spot and stop the boat ramp.
